The New Mexico Department of Public Safety (DPS) is the state’s primary public safety agency, responsible for law enforcement, regulatory oversight, and the administration of critical criminal justice information systems that support public safety operations statewide.

Within DPS, the Law Enforcement Records Bureau (LERB) serves as the official state repository for criminal history and biometric data and is a cornerstone of New Mexico’s justice infrastructure. The bureau supports hundreds of criminal justice agencies and thousands of authorized users by delivering accurate, real-time data essential for law enforcement, courts, corrections, and regulatory decision-making.

LERB manages a complex portfolio of federally and state-mandated programs, including criminal history reporting, background checks, sex offender registration, and missing persons tracking. It also operates and maintains highly technical systems such as CJIS, NCIC, NLETS/NMLETS, and AFIS, which require strict compliance with federal standards and continuous coordination with national partners.

The Criminal Justice Information Services Security Officer exists to ensure statewide compliance with federal criminal justice information laws, regulations, and security standards. This position serves as New Mexico’s primary authority and point-of-accountability for CJIS governance, responsible for:

• Maintaining lawful, secure, and compliant access to all FBI CJIS systems
• Enforcing the CJIS Security Policy across all criminal justice and non-criminal justice agencies
• Overseeing statewide personnel, technical, and security standards for CJI access
• Ensuring the confidentiality, integrity, and availability of criminal justice information
• Representing New Mexico in the FBI CJIS Advisory Process and national governance forums
• Coordinating with federal partners including the FBI CJIS Division, Compact Council, and national system owners

This role requires technical compliance, not just administrative oversight. The CSO must possess specialized expertise in cybersecurity, federal regulatory interpretation, system architecture, and risk management. How does it get done?

CJIS GOVERNANCE, POLICY ENFORCEMENT and STATEWIDE COMPLIANCE - 30%

• Enforces the CJIS Security Policy across all CJAs and NCJAs
• Develops and maintains statewide CJIS policies, procedures, and governance frameworks
• Ensures compliance with 28 CFR Part 20, Public Law 92 544, Compact Council standards, and APB approved policies
• Oversees statewide personnel standards for CJI access, including vetting, authorization, monitoring, and revocation
• Provides governance direction to TACs, LASOs, and the CSA Information Security Officer

CYBERSECURITY OVERSIGHT, TECHNICAL COMPLIANCE and IT COORDINATION - 25%

• Serves as the primary liaison between IT security teams and the Law Enforcement Records Bureau
• Ensures implementation of technical, administrative, and physical security controls
• Validates compliance with NIST aligned security frameworks
• Oversees encryption standards, MFA enforcement, network segmentation, and firewall configurations
• Coordinates vulnerability scanning, penetration testing, and incident response
• Reviews system architecture, cloud environments, and change management processes for CJIS compliance

SUPERVISION OF AUDIT/COMPLIANCE PROGRAM and CORRECTIVE ACTION OVERSIGHT - 20%

• Supervises two Audit/Compliance positions
• Provides audit methodology, standards, and statewide risk prioritization
• Oversees statewide readiness for NCIC, NICS, NGI, N DEx, NSOR, UCR QAR, and IT security audits
• Directs corrective action plans and monitors remediation
• Ensures audit independence while providing governance oversight
• Coordinates with FBI auditors and federal review teams

FEDERAL LIAISON, ADVISORY PROCESS PARTICIPATION and NATIONAL REPRESENTATION - 15%

• Represents New Mexico in the FBI CJIS Advisory Process
• Participates in Working Groups, subcommittees, and APB deliberations
• Coordinates with the FBI CJIS Division, Compact Council, and federal auditors
• Represents New Mexico in the Western Working Group

SYSTEM SECURITY, ACCESS CONTROL and TECHNICAL OVERSIGHT - 5%

• Approves and monitors access to all CJIS systems statewide
• Oversees secure operation of networks, devices, firewalls, and systems transmitting or storing CJI
• Ensures compliance for CJAs, NCJAs, contractors, and channelers
• Oversees secondary dissemination policies and statewide validation procedures

TRAVEL REQUIREMENTS - 5%

• In state travel to conduct agency inspections, compliance reviews, and technical assessments
• Out of state travel for APB meetings, Working Groups, Western Working Group, FBI CJIS Division coordination, and national training

Bachelor’s Degree in any field of study from an accredited college or university and six (6) years of professional-level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements. Employment Requirements

Must possess and maintain a valid Driver’s License, a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of employment within six (6) months of date of hire. Continued employment is subject to a National fingerprint-based records check within 30 days of assignment and contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information System Security Policy.

Local, in-state and out-of-state travel is required. Overtime may be required to meet deadlines, peak performance periods, time-sensitive information requests, and other projects. Working Conditions

Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines.
