Job description

Coordinates, plans, and oversees the work of project teams within the Enterprise Resource Planning (ERP) Development team. Guides and supports the design and development of enterprise business systems software applications and integrations. Works closely with developers, business analysts, and quality assurance to successfully shepherd development efforts through the software development process. Performs other duties as assigned., Oversees development, maintenance and operation of multiple business operations and systems as assigned. Leads complex development teams in analysis and design of new and existing systems. Prepares development plans promoting continuous integration/continuous delivery practices. Monitors progress through development plan using Team Foundation Server and other standard configuration management tools. Communicates risk to development effort deadlines and removes impediments as needed through coordinated risk mitigation plans. Provides feasibility assessments for requests for new systems, enhancements, and system integrations. Works closely with business analysts and business users to define requirements and develop mock-ups. Leads collaboration with vendors, quality assurance and Systems Engineering and Operations to facilitate complex issues, testing and confirm deployments. Creates and communicates concise and clear documentation for business area staff and executive steering committee leaders. Documentation may include project work details, timelines, and status reports. Communications are provided in both verbal and written forms. Creates and maintains system documentation including technical specifications, release notes, and design documentation. Contributes to the development of project initiation documentation and test plans. Schedules and facilitates development effort meetings such as stand-ups, sprint planning and retrospectives. Acts as a mentor to and oversees the work of other developers and analysts in implementing best practices and business rules for complex technical solutions. Performs code reviews to verify performance and security of code and to ensure code functions according to documented requirements. Monitors developer’s adherence to Source Control procedures, test-driven development practices, Americans with Disability Act (ADA) compliance and database schema change processes. Provides third tier application support and works closely with networking team to identify performance issues. Pre-Employment Requirements:

  • All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience, you will be asked to provide a copy of DD214.
  • Official transcripts will be required upon hire and must be sent via e-script/clearinghouse from your university.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Benefits and Retirement Orientation meeting.
  • Additional job verification will be required for salary credit.

Requirements

Education, Training and Experience: Graduation from an accredited college or university with a bachelor’s degree. Three years of experience developing SQL-based solutions and integrated reporting solutions, preferably using Oracle BI Publisher. * Experience developing interfaces using SQL. Experience with implementation, integration, and support of Oracle Cloud Fusion. Note: Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered. Knowledge, Skill, and Abilities: Knowledge of standard software development practices and project management principles. Skilled in developing business systems applications using SQL and XML. Preferred skills include using SQL Management Studio (or similar SQL tools) and Oracle databases. Skilled in communication with business units.

Benefits & conditions

The work of this class is generally sedentary with occasional walking, standing, and other limited physical activities. Duties could require travel to Baltimore County. CONDITIONS OF EMPLOYMENT: Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends. FLSA: Exempt RETIREMENT: Eligible for the Baltimore County Employees’ Retirement System.
