Job description

THIS IS A DEPARMENTAL PROMOTIONAL OPPORTUNITY. ONLY CURRENT EMPLOYEES OF THE HAMILTON COUNTY INFORMATION TECHNOLOGY DEPARTMENT WILL BE CONSIDERED FOR THIS POSITION. Under direction, designs, implements, administers, secures, maintains, monitors, and continuously improves the County’s enterprise technology infrastructure using industry standard practices and procedures. Enterprise infrastructure includes network, server, virtualization, storage, identity and access management, backup and recovery, cloud-connected services, cybersecurity, telecommunications support systems, and related technologies required to deliver secure, reliable, resilient, and highly available information technology services. Tasks

Design, implement, administer, secure, monitor, maintain, troubleshoot, optimize, and continuously improve enterprise infrastructure including network, server, virtualization, storage, identity, backup and recovery, cloud-connected, telecommunications support, and related technologies. Monitor infrastructure performance, capacity, availability, resiliency, and security; investigate alerts, perform root cause analysis, and implement corrective actions. Lead or participate in infrastructure upgrades, migrations, modernization initiatives, technology refreshes, disaster recovery planning, and implementation of new technologies. Provide technical support to Telecommunications in the implementation, operation, and maintenance of telecommunications related network and server infrastructure. Serves as a senior technical resource by leading infrastructure projects, developing technical standards, mentoring Information Technology staff, evaluating emerging technologies, coordinating with vendors and business partners, and providing advanced technical guidance. Develop and maintain technical documentation, infrastructure diagrams, operational procedures, standards, asset inventories, and disaster recovery documentation. Serve as the senior technical escalation point for complex infrastructure issues, mentor technical staff, coordinate with vendors and contractors, support County departments, participate in cybersecurity, vulnerability management, incident response, and business continuity activities, maintain current technical knowledge. Requirements

Knowledge of federal, state and county laws, rules, regulations, practices and procedures related to information technology. Knowledge of information technology best practices for network, server, and PC hardware and software installation, configuration, administration, and maintenance. Knowledge of industry standard information technology best practices for physical and logical security. Knowledge of desktop operating systems and support. Knowledge of enterprise networking, server administration, virtualization, storage systems, identity and access management. Knowledge of cloud-connected infrastructure, cybersecurity principles, disaster recovery, business continuity, enterprise monitoring, automation, change management, and applicable information security standards and regulatory requirements. Knowledge of update and patch management and deployment. Knowledge of anti-malware, anti-spam, and related strategies and technologies. Knowledge of PC and mobile device management. Knowledge of customer service/public relations practices. Skill automating network and server monitoring and maintenance tasks. Skill prioritizing, scheduling, assigning, reviewing and evaluating work. Skill in designing, implementing, and optimizing enterprise infrastructure. Skill in leading technical projects. Skill in analyzing and resolving complex technical issues. Skill evaluating, analyzing, planning and implementing new and/or enhanced software and hardware. Skill analyzing and resolving customer/client needs. Skill monitoring and troubleshooting servers, PC’s and peripherals. Skill providing technical support and training to staff and end users. Skill utilizing verbal and written communication to develop reports, training and support end users in problem resolution. Skill utilizing customer service/public relations techniques when responding to inquiries and complaints. Skill establishing and maintaining effective working relationships. Skill effectively communicating in both oral and written form., A Bachelor’s Degree in Computer Science and four (4) years of server and network administration support experience. A valid driver’s license is also required. OR An Associate’s Degree in Computer Science and six (6) years of server and network administration support experience. A valid driver’s license is also required. OR The equivalent of a high school diploma and eight (8) years of server and network administration support experience. A valid driver’s license is also required. ADDITIONAL REQUIREMENTS: Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level. Demonstrated proficiency administering enterprise infrastructure technologies and the ability to independently analyze, implement, troubleshoot, secure, and support complex information technology systems. *Testing and certification may be required to demonstrate minimum knowledge, skill, and ability. PREFERRED QUALIFICATIONS: Experience supporting medium to large enterprise or government information technology environments. PHYSICAL REQUIREMENTS: Work requires long periods of attention to detail, extensive computer keyboarding, and occasional lifting, bending, kneeling, stooping or crawling to maintain, repair, install or connect personal computers, server and network related hardware, and peripherals weighing up to thirty (30) pounds; ability to drive an automobile.

Hamilton County Government offers competitive insurance coverage to fulltime employees.

Medical coverage is offered through Cigna to fulltime employees. The County pays a generous portion of the medical premium. Two options are available to choose from: LCP (Local Cost Plus) and OAP (Open Access Plus).

  • The LCP has a smaller network that includes most providers and hospitals, with the exception of Parkridge facilities/providers.
  • The OAP is a national network of facilities/providers that includes most providers/hospitals, including Parkridge.

Dental coverage is a voluntary benefit available to fulltime employees. Three coverage options are offered: Cigna High Plan, Cigna Low Plan, and Sun Life DHMO.

  • The Cigna High Dental Plan covers orthodontia for children up to age 18. A national network of dental providers is available to choose from and this plan offers out of network coverage.
  • The Cigna Low Dental Plan does not cover orthodontia. A national network of dental providers is available to choose from and this plan offers out of network coverage.
  • The Sun Life DHMO plan is a prepaid dental plan that offers benefits through a network of plan dentists. A dental provider must be selected when enrolling and services must be provided by that provider for benefits to apply.

Life Insurance/Accidental Death and Dismemberment is provided through Symetra. The County provides $30,000 of Basic Life/Accidental Death and Dismemberment coverage at no cost to fulltime employees.

Hamilton County Government Retirement for Fulltime Employees:

Pension - Legacy Plan (hired prior to 10/1/2015), in which the employer contributes 14.70%.

Pension - Hybrid Plan (hired on or after 10/1/2015), in which the employee contributes 5% and the employer contributes 4%.

401K - Employer contributes 5% and the employee can contribute the amount of their choice.

457b - Employees have the option to contribute to this plan if they choose.

Parental Leave:

Hamilton County provides eight (8) weeks of paid maternity leave and two (2) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.

Paid Time Off:

Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment.

  • Years 1 - 5: an employee will accrue 5.85 hours of leave, per pay period.
  • Years 5 - 10: an employee will accrue 6.77 hours of leave, per pay period.
  • Years 11-15: an employee will accrue 8.31hours of leave, per pay period.
  • Year 15 and each year thereafter, an employee will accrue 8.93 hours of leave, per pay period.

At each anniversary, an employee can roll over up to 80 hours of unused PTO into their leave bank. (Up to 800 hours for employees hired on or after 1/1/2013).
