Job description

The Kansas Legislative Research Department (KLRD) has provided nonpartisan, objective research and fiscal analysis for the Kansas Legislature since 1934. We are seeking an experienced and detail-oriented Business Intelligence Developer to join our team in Topeka, Kansas. The Data Manager will play a critical role in managing and organizing publicly available and internal datasets to support the work of the Kansas Legislature. This involves ensuring efficient data management, as well as data integrity, consistency, and accessibility. The Business Intelligence Developer must have a bachelor’s degree in a relevant field. The salary for this position is $90,000, commensurate with experience. Job Responsibilities may include but are not limited to the following:

  • Data Management: Oversee the collection, organization, storage, and maintenance of data from external entities (state agencies, private organizations, and others). Develop and maintain databases, ensuring proper storage, indexing, and backups.

  • Data Processing: Clean and preprocess raw data to ensure accuracy and usability. Transform data into suitable formats for analysis and reporting, ensuring consistency across datasets. Identify and resolve data discrepancies and inconsistencies.

  • Data Visualization: Develop data visualizations and dashboards for reporting.

  • Database Administration and Systems Development: Collaborate with the database administrator to understand existing systems and processes. Design and implement data integration workflows to combine information from multiple sources into unified datasets. Develop systems for automating data collection, cleaning, and reporting.

  • Collaboration: Collaborate with legislative analysts to ensure datasets are ready for analysis and presentation, providing data for reports, research requests, and legislative decision-making. Manage data requests from legislative staff on behalf of legislators, and other stakeholders. Create standardized data extraction procedures and reusable templates.

  • Data Governance and Compliance: Ensure data management practices align with relevant laws, regulations, and best practices for data security, privacy, and governance. Implement data quality control measures and standards. Maintain documentation of data sources, collection methods, and transformation processes. Create audit trails for data access and modification.

Requirements

Do you have experience in Web development?, Do you have a Bachelor’s degree?, * Bachelor’s degree in Data Science, Management of Information Systems, Software Engineering, Computer Science, Statistics, or a related field.

  • Master’s degree in a relevant field is preferred.

Experience:

  • Preferred 2-3 years of experience in data management, database administration, or data analysis.
  • Experience working with public sector data or governmental organizations is a plus.
  • Familiarity with data collection from external sources.
  • Experience with legal or policy data collection and reporting is preferred.
  • Experience with API development and integration.
  • Experience working with large and complex datasets.

Technical Skills:

  • Strong proficiency in SQL (MySQL), database management, and ETL processes.
  • Experience with data cleaning and transformation tools (i.e., Excel, Python, or R).
  • Knowledge of data visualization tools (i.e., Tableau, Power BI).
  • Familiarity with data governance frameworks and data security best practices.
  • Experience with cloud-based data storage and management solutions (Azure or AWS).
  • Experience with data anonymization and privacy protection protocols.
  • Understanding of both relational and non-relational database design principles.
  • Experience designing, developing, and maintaining web-based portals for external user data submissions and reporting.
  • Proficiency in web development technologies including HTML, PHP, and Node.js.
  • Basic understanding of web security best practices.

  • Strong communication skills, with the ability to translate complex data concepts for non-technical stakeholders.
  • Ability to work collaboratively in a team environment and manage multiple projects simultaneously.

  • Ability to remain objective toward work product and provide factual data in a non-partisan manner.
  • Willingness to take on new assignments and adjust to changing priorities.

  • Certification in data management (e.g., Certified Data Management Professional [CDMP]) or related fields.
