Job description

The Lead Data Scientist provides executive-level technical and management leadership across major program tasks supporting the U.S. Census Bureau’s Decennial Transformation and Application Modernization (DTAM) initiative. This role serves as the technical authority for enterprise analytics, business intelligence, artificial intelligence (AI), machine learning (ML), predictive analytics, operational reporting, and decision support capabilities that enable data-driven modernization across the enterprise.

The Lead Data Scientist establishes technical strategy for analytics platforms, reporting frameworks, AI/ML initiatives, and operational metrics while collaborating closely with Data Architecture, Application Development, Systems Engineering, Security, and Cloud Architecture leadership to deliver scalable, secure, and actionable enterprise data solutions., 1. Provide technical and management leadership across enterprise analytics, reporting, AI/ML, and decision support initiatives.

  1. Define enterprise analytics strategies, project goals, execution plans, and modernization roadmaps aligned with DTAM objectives.
  2. Lead development of enterprise reporting, dashboards, operational metrics, predictive analytics, and business intelligence solutions.
  3. Establish standards and best practices for AI, machine learning, statistical modeling, and advanced analytics.
  4. Provide technical oversight for Power BI reporting environments, executive dashboards, KPI development, and operational performance metrics.
  5. Collaborate with the Lead Data Architect to ensure enterprise data models, ETL pipelines, databases, and data governance support analytics initiatives.
  6. Partner with Application Architecture, Systems Engineering, Cloud Architecture, and Security leadership to integrate analytics capabilities into enterprise platforms.
  7. Lead analytics supporting modernization initiatives, including operational reporting, trend analysis, forecasting, and migration performance assessment.
  8. Perform technical reviews, analytics assessments, validation activities, and quality evaluations across enterprise data solutions.
  9. Interface with government leadership and senior stakeholders to communicate findings, analytics strategies, and executive-level decision support.
  10. Supervise technical staff and provide mentoring on enterprise analytics, AI/ML methodologies, and reporting best practices.

Requirements

  • PhD in Data Science, Computer Science, Engineering, Statistics, or related technical field
  • 15+ years of experience in technical leadership, data science, systems engineering, or enterprise IT delivery within large-scale environments, * Leading enterprise analytics, business intelligence, AI/ML, or data science initiatives supporting large-scale modernization efforts.
  • Establishing enterprise analytics strategies, reporting frameworks, KPI programs, and decision support capabilities.
  • Developing predictive analytics, statistical models, machine learning solutions, or advanced analytical platforms.
  • Leading client-facing technical initiatives involving analytics modernization, reporting transformation, or enterprise performance management.
  • Collaborating with cloud, application, data architecture, and cybersecurity teams within complex enterprise environments.
  • Supporting executive decision-making through enterprise reporting, operational metrics, and data visualization., * Enterprise analytics architecture and business intelligence strategy.
  • Artificial Intelligence (AI), Machine Learning (ML), predictive analytics, and statistical modeling.
  • Data visualization, executive dashboards, KPI development, and operational reporting.
  • Decision support systems and enterprise performance measurement.
  • Power BI administration, report development, and analytics governance.
  • Cloud-based analytics platforms and enterprise data services.
  • Data mining, forecasting, trend analysis, and operational intelligence.
  • Data governance principles and collaboration with enterprise data architecture teams.
  • Enterprise modernization, systems integration, and cross-functional technical leadership.

Required Tools, Technologies, or Platforms:

  • Cloud and multi-cloud environments (including SaaS and cloud-native platforms)
  • CI/CD pipelines and DevSecOps toolchains
  • Requirements repositories and Requirements Traceability Matrices (RTM)
  • Infrastructure as Code (IaC) and automation frameworks
  • APIs, microservices, serverless, and containerized architectures
  • Zero Trust security frameworks and application security testing tools
