Job description

Introduction

This position is in the District of Columbia Health Benefit Exchange Authority (DCHBX). The mission of the Health Benefit Exchange Authority is to implement a health care exchange program in the District of Columbia in accordance with the Patient Protection and Affordable Care Act (PPACA) of 2010 and the District of Columbia Health Benefit Exchange Authority Establishment Act of 2011, thereby ensuring access to quality and affordable health care to all District of Columbia residents.

The incumbent is responsible for planning, designing, executing, and reporting software testing activities across all phases of the software development lifecycle for the DC Health Link marketplace platform.

Duties and Responsibilities

Develops comprehensive test plans and test strategies for new features, system enhancements, and defect fixes based on requirements documents, user stories, and acceptance criteria; test scope must account for the event-driven, microservices architecture.

Identifies test scope, test types, and resource requirements for each testing effort, with particular attention to cross-service integration boundaries and federal system interface behaviors. Maintains and improves the regression test suite to ensure adequate coverage as the platform develops across all active services.

Contributes to sprint planning by estimating testing effort, identifying testability gaps in requirements, and raising risks or ambiguities before development begins. Designs detailed test cases, test scripts, and test data sets that provide meaningful coverage of functional requirements, edge cases, negative paths, and boundary conditions. Executes manual and automated test cases across environments.

Conducts API testing for REST/JSON, validating correctness of request construction, response parsing, and error handling. Develops, maintains, and executes automated test scripts using frameworks appropriate to the technology stack (RSpec, Cucumber, Capybara, Selenium, or equivalent).

Performs cross-browser and cross-device testing to validate consistent application behavior.

Requirements

Specialized Experience - Experience that equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position successfully, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
