Job description

Entarian is seeking an experienced Program Manager - Service Design to lead solution design governance, service architecture definition, and cross-functional program execution for complex defense and federal technical programs. The Program Manager is responsible for ensuring that service design outcomes align with mission requirements, technical architecture standards, cost constraints, and delivery time-lines. This role provides oversight across engineering, architecture, cybersecurity, cloud, and operations teams to ensure cohesive end-to-end service design and implementation., Lead program-level service design activities across architecture, engineering, cybersecurity, and operations teams.

  • Oversee development and governance of end-to-end service architectures, ensuring alignment with mission and enterprise requirements.
  • Coordinate solution design reviews, technical working groups, and architecture governance forums.
  • Ensure integration of cloud, infrastructure, software, cybersecurity, and network components into cohesive service designs.
  • Translate mission and customer requirements into structured technical execution plans and service delivery models.
  • Manage program risks, dependencies, and integration challenges across multiple technical domains.
  • Support development of technical roadmaps, transition plans, and implementation strategies.
  • Interface with government stakeholders, contracting officers, and technical leadership to ensure alignment on scope, design, and execution.
  • Oversee planning and coordination of engineering deliverables, design artifacts, and implementation milestones.
  • Ensure service designs are feasible, supportable, and aligned with operational sustainment models.
  • Support program reporting, executive briefings, and decision-making artifacts for senior leadership.
  • Drive coordination between architecture, implementation, cybersecurity, and operations teams throughout the life-cycle.

Requirements

The ideal candidate will have demonstrated experience managing large-scale technical programs involving space systems, ground infrastructure, mission operations, communications networks, cloud platforms, or enterprise IT environments., * Active Top Secret security clearance with SCI eligibility preferred.

  • Bachelor’s degree in Engineering, Computer Science, Information Technology, Business, or related technical discipline. Equivalent experience may be considered.
  • Minimum ten (10) years of experience managing complex technical programs or service delivery initiatives.
  • Experience supporting architecture governance, solution design, or enterprise service design activities.
  • Experience working with engineering, cybersecurity, cloud, and operations teams in integrated environments.
  • Strong understanding of systems architecture, service delivery models, and technical integration concepts.
  • Experience managing program schedules, risks, dependencies, and stakeholder expectations.
  • Strong communication and leadership skills with experience briefing senior government stakeholders.
  • Proficiency with Microsoft Office Suite, including Word, Power-Point, Excel, Project, and Outlook.
  • Experience with program management and collaboration tools such as Jira, Confluence, or Microsoft Project.
  • Ability to travel approximately 25% to support customer locations, design reviews, and program engagements.

Desired Qualifications

  • Experience supporting DoD, Intelligence Community, U.S. Space Force, NASA, or other federal programs.
  • Experience supporting enterprise architecture frameworks (e.g., DoDAF, TOGAF) or service-oriented architecture models.
  • Experience supporting cloud architectures including AWS GovCloud, Azure Government, or hybrid environments.
  • Experience supporting DevSecOps, CI/CD pipelines, or digital engineering environments.
  • PMP, SAFe Program Consultant (SPC), or other program management certification.
  • Experience supporting classified programs or mission-critical operational environments.
  • Familiarity with Zero Trust Architecture, RMF, and federal cybersecurity compliance frameworks.
  • Experience supporting space systems, SATCOM, or mission operations environments.
