JIRA Developer / Administrator

The CESO program is seeking a Jira Administrator with extensive experience supporting self-hosted Atlassian environments. The ideal candidate will bring expertise configuring Jira and Confluence, optimizing workflows, implementing automation, supporting data migrations, and ensuring process governance in highly collaborative, agile-driven environments.\n \n \nPrimary Responsibilities \n \u2022 Analyze and document current Jira and Confluence configurations to identify areas for workflow and process improvement.\n \u2022 Administer Jira, Confluence, and associated plugins including ScriptRunner and Jira Automation.\n \u2022 Manage user accounts, groups, permissions, and security audits across large, multi-team environments.\n \u2022 Perform system administration tasks such as backups, re-indexes, patching, upgrades, and plugin management.\n \u2022 Test new versions of Atlassian applications and plugins, ensuring compatibility and stability.\n \u2022 Build custom dashboards, filters, automation rules, and reporting solutions to support stakeholders and program leadership.\n \u2022 Support and/or lead Atlassian environment migrations, consolidations, and integrations.\n \u2022 Improve and maintain Jira and Confluence security through regular audits and governance controls.\n \u2022 Create and maintain documentation including workflow diagrams, system configurations, CONOPS, and user guides.\n \u2022 Provide training, knowledge-sharing, and consultation to internal teams and external partners.\n \u2022 Partner with stakeholders to align Jira processes with Agile methodologies and cross-functional collaboration.\n \u2022 Utilize Jira data for analytics, performance tracking, and incident management reporting.\n \n

u2022 Bachelor’s degree and 8+ years of relevant experience, including Atlassian experience across federal and commercial organizations. Additional experience may be considered in lieu of degree\n \u2022 Active DoD TS/SCI security clearance.\n \u2022 3+ years administering Jira and Confluence in enterprise environments, including workflow design, automation, permissions management, and plugin administration.\n \u2022 Experience designing custom dashboards, filters, and JQL queries.\n \u2022 Experience performing system backups, audits, re-indexes, and documenting SOPs.\n \u2022 Experience performing Atlassian installations, upgrades, migrations, and environment consolidations.\n \u2022 Experience integrating Atlassian tools with AWS environments.\n \u2022 Strong analytical, communication, and stakeholder-engagement skills, including the ability to translate highly technical concepts for diverse audiences.\n \u2022 Experience supporting agile delivery environments (Agile, SAFe).\n \u2022 IAT Level II Certification\n \n, u2022 Experience supporting large federal programs and advising government stakeholders on Atlassian best practices.\n \u2022 Experience monitoring Atlassian infrastructure hosted on AWS.\n \u2022 Experience developing documentation, training content, and architecture diagrams for enterprise users.\n \u2022 Experience with Active Directory administration.\n
