Senior IT Specialist - OBIEE 12c/OAS / Power BI Developer

State of New York Office of Mental Health (OMH) / Information Technology Services (ITS) Project: Enterprise Information Management (EIM) / Business Intelligence Patient Systems and various OMH initiatives Professional Summary:

• The Office of Mental Health (OMH) is seeking a Senior IT Specialist with strong expertise in Oracle Business Intelligence Enterprise Edition (OBIEE 12c/OAS), Oracle BI Publisher, Oracle WebLogic, Oracle Data Warehouse, and Microsoft Power BI
• The selected consultant will support the agency’s Enterprise Information Management (EIM) initiatives by designing, developing, implementing, and maintaining enterprise business intelligence solutions, executive dashboards, metadata repositories, and analytical reporting platforms
• The consultant will participate throughout the Software Development Life Cycle (SDLC), collaborate with business and technical teams, perform system analysis and dimensional data modeling, configure Oracle WebLogic Server, develop BI Publisher reports, build Power BI dashboards, and support ongoing maintenance and enhancement of enterprise reporting solutions
• Responsibilities:
• The selected consultant will perform, but not be limited to, the following activities:
• Analyze business and technical requirements and develop OBIEE 12c/OAS technical solutions
• Perform business requirements gathering, analysis, documentation, and technical solution design
• Research emerging technologies and recommend improvements to existing OBIEE environments
• Design, develop, modify, test, and deploy OBIEE 12c/OAS metadata repositories (RPD/MUDE)
• Build and maintain Business Model and Presentation Layers within OBIEE to support enterprise reporting
• Develop interactive dashboards, scorecards, reports, KPIs, and graphical analytics using OBIEE
• Create and integrate Oracle BI Publisher Reports with OBIEE Dashboards
• Develop and publish Microsoft Power BI Reports and Paginated Reports to Power BI Workspace
• Configure, administer, and troubleshoot Oracle WebLogic Server
• Develop, optimize, and tune complex SQL and PL/SQL code
• Perform system analysis, application design, dimensional modeling, and technical documentation
• Implement database-driven application security roles and dashboard authorization
• Perform unit testing and validate all application changes before deployment
• Support Oracle Data Warehouse and Data Mart environments
• Collaborate with project teams to deliver enterprise business intelligence solutions

• 60 months of experience with OBIEE 12c/OAS Catalog Development and MUDE Repository Development
• 60 months of experience working with Oracle 10g/11g/19c Databases, Oracle Data Warehouse/Data Marts, and complex SQL query development
• 48 months of experience developing BI Publisher reports integrated with OBIEE Dashboards
• 24 months of experience developing Microsoft Power BI Reports and Paginated Reports
• 60 months of experience with System Analysis, Data Analysis, Application Design, Dimensional Modeling, Data Modeling, and Technical Documentation
• 60 months of experience implementing Application Roles using database tables and applying user security within OBIEE Dashboards
• 60 months of experience with PL/SQL programming and SQL Query Performance Tuning
• 48 months of experience configuring and administering Oracle WebLogic Server
• Strong experience with Oracle BI Publisher
• Strong understanding of Oracle Data Warehouse architecture
• Experience developing executive dashboards and enterprise reporting solutions
• Excellent analytical, troubleshooting, communication, and documentation skills

• $85,000-95,000 per year
