Requirements

The Enterprise Data and Information Management (EDIM), Data Analytics Division (DAD) at the California DHCS is seeking a highly motivated and experienced individual to join our team as a Research Data Specialist II (RDS II) within the Data Fulfillment Branch (DFB). Under general direction of the Research Data Manager, the RDS II in DFB of DAD, performs technical research and statistical work necessary to accomplish the objectives and tasks of the Branch. The RDS II accomplishes these objectives through literature reviews as well as the use of computer applications to obtain and analyze Medi-Cal and other payer healthcare data. The RDS II must be able to interpret, summarize, document, and present these findings to Department staff, stakeholders, and the general public. The RDS II will provide analytic support to DHCS’s human resources teams. The RDS II will also act as a resource to staff and the public regarding Medi-Cal statistical information. Training and Development (T&D) assignm ents may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment., Education: If you are meeting minimum qualifications with education, you must include a copy of your diploma/degree and/or unofficial/informal transcripts for verification. Official transcripts may be required upon appointment., In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Desired incumbent possesses strong analytic, statistical, data governance, organizational, and communication skills, along with expertise in data quality assessment and assurance, statistical sampling and analysis, and applied research methodologies. It is desired to have knowledge of advanced data capture processes and project management principles is essential, as well as the ability to design and implement complex research projects. Demonstrated experience with SAS, Structured Query Language, Microsoft Business Intelligence, ArcGIS, advanced Excel, or similar software is preferred. Experience with Medi-Cal and the MIS/DSS Data Warehouse is preferred.
