Job description

Are you confident working with systems and able to support a diverse range of customers and software providers? Do you enjoy working as part of a small team to solve problems and make improvements? Do you have experience, or a strong interest, in HR and Payroll systems and data? Are you keen to develop your skills in reporting, data analysis and system improvement work? If so, you may be interested in our Technical Delivery Officer vacancy within the HR Systems Team. About the role This is a split-grade role, and we welcome applications from candidates who are looking to build their experience in HR systems, database management and reporting. If you already have experience in these areas, the role offers excellent opportunities to further develop your skills by supporting the delivery of system improvements and projects as part of the Council’s Corporate Systems Improvement (CSI) Programme. You will work closely with Senior Technical Delivery Officers and other colleagues across HR, Payroll, Finance and IT, supporting project implementation, system developments and process improvements that contribute to council-wide transformation. The team works flexibly, both from home and in the office, based at Hove Town Hall, just a short stroll from the seafront. If you would like an informal discussion before applying, please contact Elaine Violet, Senior Technical Delivery Officer, at elaine.violet@brighton-hove.gov.uk to arrange a convenient time. Role fixed term for 12 months Interviews scheduled to take place 16th / 17th June. Job Introduction The HR Systems Team is a small, specialist group of problem-solvers and report writers responsible for the day-to-day operation of the Council’s HR and Payroll system (iTrent). The team provides customer support for technical queries, investigates and resolves system issues, and liaises with the software supplier to support system maintenance and improvement. Alongside business-as-usual support, the team plays a key role in delivering change, including:

  • Testing system upgrades and new releases
  • Supporting system configuration and builds
  • Improving business processes
  • Participating in projects to deliver new system modules and integrations

The team also delivers regular and ad-hoc reporting, supporting both operational needs and statutory requirements. We are currently delivering the Corporate Systems Improvement Programme, a multi-year programme focused on improving how the Council’s core corporate systems, processes and data operate and support services. As part of this, you will gain exposure to system change initiatives, process redesign and digital transformation projects. A key upcoming project is the introduction of iTrent Data Mart, expanding our use of data and analytics. Experience or interest in Power BI, data modelling or data visualisation will therefore be beneficial as we enhance our reporting capability., As Technical Delivery Officer, you will:

  • Support first-line users of the HR, Payroll and Recruitment system (iTrent), including investigating issues, escalating cases to the software provider and monitoring fault resolution
  • Support the team with user acceptance testing as part of regular system releases
  • Develop and maintain reports for a wide range of purposes, including payroll vetting, statutory returns and ad-hoc customer requests
  • Support Senior Technical Delivery Officers with system improvement projects and implementing process changes as part of the CSI programme
  • Work with a wide range of stakeholders, including HR, Payroll, project teams and IT developers, to support system delivery and improvement, Our city is known and loved for its diversity. Why work for us? As a council, we want to:

  • be connected
  • be confident
  • be innovative and creative
  • be diverse and inclusive
  • be healthy and psychologically safe, We are interested in hearing about your experience and skills in your own words. While we value people who know how to use AI, we ask that you minimise using it in your application. We are keen to hear how your experience and skills align to our values and the skills and experience needed to perform well in our roles with clear real examples from you. To support you in this, we have guidance on using the STAR model which can help you ensure you are telling us your whole story. We also provide clarity on the skills we are looking for in our adverts and in the job description/person specification attached to each job advert. All the applications we receive are read by at least two hiring managers and we do not use AI in this process. Our experience of reading applications is that those that have heavily used AI contain generic paragraphs that are strikingly similar to other applicants’ responses. This makes it extremely difficult to differentiate between applications, and doesn’t give us enough evidence of your individual skills. There is a risk that we will therefore not be able to shortlist you. Instead, we recommend you ensure your application stands out by presenting clear examples of your actual skills and experiences in your own words.

Requirements

Do you have experience in System testing?, * Has experience (or is developing experience) in the administration of an HR and Payroll database (iTrent experience is desirable but not essential)

  • Has experience of, or an interest in, system testing, support and maintenance
