As the Utility Billing Systems Administrator will lead a team that is responsible for the full lifecycle management of systems in the Utility Billing ecosystem (CIS, IVR, Customer Portal, etc.) This position has the potential to evolve and gain knowledge in additional areas of AMI, MDM, and Field Service. This position is located onsite in Fort Worth, Texas., * Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; developing work schedules; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations
- Work closely with business users to analyze business requirements and translate into technical specifications and design, develop and implement application modifications and interfaces
- Verify the integrity and availability of all hardware, server resources, databases and integrations, systems and key processes, ensuring that they are performing efficiently and as designed
- Provide administration, configuration, and technical support and assistance for Utility Billing and related systems through in-person and remote support utilizing phone, email and remote tools
- Assist users with data analysis, queries and ad-hoc reports to support daily operational, business process, and utility regulatory reporting requirements
- Coordinate and execute system software upgrades, migrations, patches, or system maintenance with other Fort Worth Water Department divisions and vendors. Escalates issues as they arise
- Lead the preparation and periodic recovery testing of disaster recovery plans
- Coordinates integrations with internal and third-party applications
- Manage and review all relevant vendor contracts, professional services agreements, invoices, support renewals, and ensure license compliance
- Adapt and self-educate on new technologies to provide recommendations regarding their usage in our environment
- Perform other duties as required, Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Requirements
- Bachelor’s degree from an accredited college or university with major course work in Computer Science, Information Systems, or related field
- Five (5) years of professional experience information/application systems support work, with two (2) years of administrative and supervisory responsibility.
- Valid Texas Driver’s License
- Participate in a 24 x 7 on call rotation, * Experience working with technologies utilized by the Meter to Cash business processes in a water utility including Billing, Contact Center, AMI/MDM, Field Service, etc.
- Demonstrated knowledge of Utility Billing processes, workflows, and procedures Water/Wastewater Utility experience is a plus
- Knowledge of Central Square (Superion/SunGard/HTE) Naviline software or similar application for Utility Billing
- Ability to navigate within, perform configuration, and install applications and patches on Windows servers
