Job description

The Houston Information Technology Services (HITS) GIS Services team supports citywide operations through advanced geospatial solutions. Our team provides comprehensive GIS technical support, manages data workflows and ETL automation, administers Web GIS platforms, develops system integrations, and maintains critical GIS infrastructure. We are hands-on in designing and configuring solutions, upgrading environments and applications, establishing secure connections, managing user licensing, and delivering expert guidance to ensure reliable and innovative GIS services across the organization. The IT Professional - Applications (GIS ETL Developer) will be tasked with designing, building, and maintaining automated workflows for GIS data. This role involves integrating various data sources into the city’s ArcGIS platforms through spatial ETL tools such as ArcGIS Pro Model Builder, FME Form (FME Workbench), and Python. The individual will work closely with other HITS Enterprise Application Services teams to enhance existing GIS ETL processes and ensure the dependable delivery of GIS data to support the city’s enterprise applications. Furthermore, this position will be responsible for publishing, managing, and updating GIS layers, services, and web maps across the City’s ArcGIS Online organizations and ArcGIS Enterprise systems. While the primary focus will be on GIS ETL automation, there will be opportunities for training and mentorship for advanced responsibilities, promoting professional growth within the GIS domain., * Design, build and manage spatial ETL workflows using tools like ArcGIS Model Builder, FME Form (FME Workbench), or Python for data extraction, transformation (e.g., format conversion, cleaning), and loading into geodatabases or ArcGIS platforms.

  • Administer geodatabase access requests and maintain and apply GIS standards for all data and software supported by HITS GIS Services team.
  • Document data mappings, transformation rules, and technical designs.
  • Generate, publish, and share GIS datasets as ArcGIS map services to support the City’s enterprise applications and citywide GIS users.
  • Work with fellow HITS EAS teams and departmental GIS users to gather project data requirements and address data issues effectively.
  • Assist with GIS project requests, workflow management, and documentation to support analysis and application development.

Requirements

EDUCATION Requires a Bachelor’s degree in Computer Science, Management and Information Systems (MIS) or a closely related field. Information systems-specific technical certifications may be substituted for 1 year of either the education or the experience requirement, as applicable. Related professional Information Systems experience may be substituted for the education requirement on a year-for-year basis. EXPERIENCE: At least five (5) years of technology experience supporting IT applications. A Master’s degree in Computer Science, Management and Information Systems (MIS) or a closely related field may be substituted for two years of the experience requirement. LICENSE None PREFERENCES **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. ** Preference will be given to candidates with the following skillsets:

  • Skilled with ArcGIS Pro, including data editing, map design, geoprocessing workflows, and publishing workflows.

  • Experience in enterprise geodatabase (ArcSDE) administration, versioning, and replication.
  • Experience in ETL and geoprocessing job creation and maintenance which requires strong SQL and Python skills.
  • Experience in FME Form (FME Workbench).

  • Working knowledge of Esri ArcGIS platform products, including but not limited to ArcGIS Enterprise, ArcGIS Portal, ArcGIS Online, ArcGIS REST APIs, and ArcGIS Pro.
  • Strong written and verbal communication skills; proficiency with Microsoft Office; ability to manage multiple projects concurrently.
