Help
- Serve as the primary subject matter expert for Offensive Cyberspace Operation missions for web application assessments and penetration testing.
- Perform dynamic analysis testing methodologies to identify coding flaws at a high level and determine risk.
- Translate security requirements into application design elements including documenting the elements of the software attack surfaces, recommend security solutions to support customers, and define any specific security criteria.
- Recommend and implement automated security test tools and strategies.
- Primary subject matter expert for Penetration Testing, performing Penetration Testing Program missions for customer security requirements to test and validate the effectiveness of customers’ IT security posture IAW, CJCSI 6510.01F, CJCSM 6510.03.
- Collaborate with and aid the Cybersecurity Management Branch Chief to manage the DCMA Offensive and Defensive Cyber Operations programs.
- Ensure the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services.

Requirements
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- Selectees may start work before drug test results are finalized. A negative result must be confirmed within 30 days of the start date to maintain employment.
Qualifications
To qualify for a Lead IT Cybersecurity Specialist (Infosec), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
- Applying extensive knowledge of government and industry best practices, including FISMA, NIST SP 800-115; cybersecurity; and penetration testing guidance.
- Managing procurement and outsourcing for offensive cyber operations.
- Developing strategic plans and contract language to support the mission of cyber operations.
- Leading a technical team by providing coaching, distributing workload, and training.
AND
For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
