Job description

In partnership with the Enterprise Delivery teams, the Information Owner is responsible for aligning the Customer Experience with the enterprise information architecture and corporate strategy. This role collaborates with enterprise and solution architects, business process owners (BPO), and subject matter experts (SME) from cross-functional Business and IT areas - supporting operational data usage, analytics, and data integration work. This role is a thought leader that supports transformational efforts that align technology and data assets that service our customers in a seamless and integrated manner across all product lines. The Information Owner is responsible for the development and oversight of a scalable data usage framework by delivering clear business rules to enable consumption and utilization of information to the Enterprise. Plays a leadership role in the execution of the Enterprise Delivery roadmaps. The Information Owner supports the development of solutions in a highly demanding environment, leading data stewards and analysts, and working in collaboration with other key consumers of data.

As a Senior Leader at Healthfirst, the Information Owner works under limited supervision. No instructions are needed on routine work and general instructions are given on new lines of work or special assignments.

  • Has decision rights and accountability for data collection, data movement, data quality, data definitions, data retention, and data use by both internal and external data consumers
  • Directs consumers of data on utilization best practices; i.e data stewards, analyst, data architects, and developers
  • Leads the development and approval of data terms. Ultimate owners of the definitions and artifacts.
  • Defines and approves data quality rules and thresholds for use
  • Defines and approves data movement authorization requests
  • Prioritizes data quality initiatives and leads remediation efforts
  • Communicates data standards to ensure accurate and consistent use of data; Ensure that data business rules and requirements are reflected in the data design, with a focus on the intersection of the member experience and operational utilization of the data.
  • Establishes collaborative, cross-functional relationships; communicating information and providing advice to drive enterprise data architecture and utilization decisions forward.
  • Communicates with business users to collect and understand requirements, socialize ideas among peers, and document business rules specific to data usage patterns; Partners with Business stakeholders, management, and teams to identify needs and support the delivery of cost-effective, high-performance technology capabilities leveraging enterprise information architecture principles and core data assets
  • Provides thought leadership to cross-functional teams in support of the implementation of complex data integration and management solutions that are innovative, scalable, and adhere to best practices; including data activities associated to: modeling, access, integration, visualization, discovery, database design and implementation
  • Practices self-leadership and promotes learning in others; provide technical guidance, mentor, and training for team members assisting in data access and utilization.
  • Develops and performs continuous systems and data analysis anchored to ensuring the data is managed and maintained with high quality.
  • Supports the build out of the Data Warehouse, Data Marts and other operational data stores.

Requirements

Employer will accept a Bachelor’s degree in Computer Science, Information Systems, Engineering or related field and five (5) years of experience in the health care insurance industry working with Centers for Medicare & Medicaid Services (CMS) or New York State Enrollment data focused on business outcomes, data analytics and reporting, technical design and solutions., * Five (5) years of experience performing data visualization on healthcare industry and storytelling using data insights using SQL.

  • Five (5) years of experience performing reporting and data analysis using Excel or other business intelligence reporting tools.
  • Five (5) years of experience developing solutions on healthcare integrated applications and their technical problems.
  • Five (5) years of defining, solutioning and testing healthcare enrollment and billing business requirements for New York Health Insurance Plans.
  • Five (5) years of experience parsing, handling and interpreting Healthcare Electronic Data Integration (EDI) HIPAA transactions.
  • Two (2) years of experience integrating EDI Healthcare inbound and outbound data exchange applications by using EDI B2B tools and Microsoft .Net programming language.
  • Two (2) years of experience using data analytics tools to analyze, manage and maintain membership records on healthcare systems.
  • Experience analyzing and communicating technical changes being implemented by New York State of Health (NYSOH) in the impact on healthcare enrollment and billing systems.
  • Experience using metrics and analytics to identify and define the system changes for supporting healthcare enrollment and billing processes.
  • Experience quantifying and qualifying healthcare enrollment and billing issues in a concise and effective manner.

Benefits & conditions

  • Greater New York City Area (NY, NJ, CT residents): $169,541 - $185,000
  • All Other Locations (within approved locations): $169,541 - $185,000

As a candidate for this position, your salary and related elements of compensation will be contingent upon your work experience, education, licenses and certifications, and any other factors Healthfirst deems pertinent to the hiring decision.
