Job description

We are seeking an analytical and detail-oriented Data Analyst to join the Data and Information Systems (DIS) Data Analysis Team supporting NOAA’s National Marine Fisheries Service (NMFS).

In this role, you will bridge critical capability gaps by turning complex fisheries datasets into actionable, data-driven insights. You will spearhead initiatives to benchmark observer and Electronic Monitoring (EM) accuracy, curate validation datasets for third-party AI tools, and design an enterprise-wide QA/QC auditing framework spanning observer, port sampling, and EM data streams., * AI Integration & Benchmarking: Analyze historical observer and EM reviewer accuracy for species identification and length measurements to establish quantitative acceptance criteria for incoming AI-generated data.

  • Dataset Curation: Build and curate high-quality training, test, and validation datasets using historical EM data to evaluate third-party software performance.
  • Comprehensive QA/QC Framework Design: Collaborate cross-functionally with FMRD teams to design, develop, integrate, and document an advanced data auditing framework executing rigorous quality checks across observer, port sampling, and EM data streams.
  • Vessel Feedback & Reporting: Develop and distribute actionable EM reporting feedback reports to industry stakeholders, focusing on EM vs. VTR cross-comparisons (gear, area, catch accounting), camera quality, and catch handling evaluation.
  • Process Improvement & Training: Audit existing data protocols to pinpoint operational gaps, implement quality enhancements, and train staff on new analytical and auditing tools.
  • Agile Collaboration: Participate in daily Scrums, bi-weekly sprint planning, and maintain all code and scripts within Git/GitHub.

Requirements

  • Experience: 2+ years of professional experience in data analytics, statistical modeling, or a related technical field.
  • Education: Bachelor’s degree in Computer Science, Statistics, Marine Science, Data Science, or a related discipline (advanced degree or quantitative focus preferred).
  • Technical Stack:
  • Advanced proficiency in data analysis and visualization tools (R/RStudio, R Shiny, Python, SQL, Tableau, MS Excel).
  • Familiarity with database query languages (SQL, PL/SQL, PostgreSQL, Oracle).
  • Experience with version control systems (Git/GitHub) and Agile/Scrum methodologies.
  • Communication & Collaboration: Exceptional written and verbal communication skills, with a proven ability to translate complex data findings into clear reports and provide stakeholder training.

Preferred Qualifications

  • Prior experience working with marine fisheries data, catch accounting systems, or electronic monitoring programs.
  • Experience evaluating computer vision or AI/ML model outputs against human baseline data.
