Job description

We are seeking an experienced Technical Program Manager to support a federal program onsite at Joint Base Anacostia Bolling in Washington, DC. This position requires an active Top Secret/SCI Clearance.

The Technical Program Manager will oversee the successful execution of complex programs from initiation through completion, ensuring project delivery, budget oversight, schedule management, and stakeholder coordination. The role serves as the primary liaison between government agencies and project teams while leading multidisciplinary teams and ensuring compliance with project objectives.

The ideal candidate has extensive experience managing construction, facilities, and infrastructure programs, along with strong leadership, financial management, and project planning skills. Worldwide travel may be required based on program needs., * Lead and manage complex technical programs from initiation through closeout.

  • Develop and maintain project management plans.
  • Create and manage project schedules and milestones.
  • Monitor project performance, budgets, and deliverables.
  • Coordinate with government stakeholders and multidisciplinary teams.
  • Prepare status reports and executive updates.
  • Review construction drawings and technical specifications.
  • Develop conceptual cost estimates using R.S. Means.
  • Ensure compliance with project requirements and industry standards.
  • Support financial tracking and program reporting.
  • Manage risks, resources, and project timelines.
  • Travel domestically and internationally as required.

Requirements

  • Master’s degree in Business Administration, Construction Management, Engineering, or a related field.
  • Minimum 10 years of experience managing technical or construction programs.
  • Experience leading multidisciplinary teams.
  • Strong knowledge of project planning, scheduling, and execution.
  • Experience managing project budgets and financial closeout.
  • Ability to read and interpret construction drawings and specifications.
  • Experience developing conceptual cost estimates using R.S. Means.
  • Advanced proficiency in Microsoft Office Suite and Microsoft Project.
  • PMP certification preferred.
  • Experience supporting Department of Defense (DoD) or federal government programs preferred.
  • Excellent leadership, communication, and stakeholder management skills.
  • Active Top Secret/SCI Clearance required.
  • Willingness to travel worldwide.
