Network Engineering & Construction Manager

Manage operations of the Engineering department including outside plant network design, GIS/CAD production, facilities equipment assignment and provisioning as well as manage operations of the Construction department including construction, maintenance, and repair of outside plant telecommunications facilities.

Essential Duties and Responsibilities include the following. Other duties may be assigned:

· Manage all network design and construction activities associated with aerial, buried and underground outside plant facilities including copper, hybrid fiber coaxial, fiber optic and fiber-to-the-home networks

· Manage all design and construction activities associated with day-to-day outside plant extensions, taps, maintenance requests and service orders

· Manage the operations of the computer aided drafting and GIS systems including the associated Oracle geospatial database and reports

· Manage the operations of plant facilities assignments and provisioning

· Responsible for E911 systems and data

· Manage all construction activities of GVTC personnel and contractors for GVTC

· Manage the progress of all OSP capital projects including planning, design, scheduling, requisitions, bids, contracts, work order data, construction, inspections, completion dates, invoicing, project releases and all associated reports

· Manage the provisioning groups responsible for provisioning and pre-provisioning service orders in all systems related FTTH, Coax and Copper services.

· Manage the assignments group responsible for all GVTC engineering records.

· Responsible for CAPEX and OPEX budgets and forecasts for Engineering and Construction departments.

· Responsible for providing OSP information for strategic build business case analysis. Information includes time and construction costs for FTTH and/or fiber transport projects.

· Manage coordination and contracts between GVTC and other utilities, agencies and contractors.

· Prepare and submit GVTC regulatory information as required by the Texas PUC, the FCC, the HUBB and any other entities requiring Geospatial database information.

· Responsible for all Right-of way and permitting requirements for GVTC. Required responsibilities include utilities easements in new developments, access easements for service, county permits, city permits, Txdot permits, and Power Company pole attachment permits.

· Exercise sound expense control and expense management

Education/Experience:High School Diploma or General Education Degree (GED) required; Bachelor of Science degree preferred. Minimum of five years experience in planning, design and construction of aerial and buried, copper, coaxial and fiber optic telecommunications plant is necessary. A solid working knowledge of CAD and GIS systems is necessary. Knowledge in construction practices for aerial and buried copper, coaxial and fiber optic telecommunications plant is necessary.

Language Ability: Ability to read, write and comprehend normal instructions and correspondence. Must have good oral and written communications skills

Reasoning Ability: Ability to problem solve using solid judgment skills in a multi-tasking environment.

Technical Skills:

• Proficient in Microsoft Office 2007 (Excel, Word, and Powerpoint), Project Management/EPM, and Comsoft programming software applications.
• Working knowledge of SAP BPC products required
• Working knowledge of PapreWise Products required
• Working knowledge of Bentley mapping products required
• GPS and GIS data gathering knowledge required
