Job description
The Associate Vice President, Data Strategy and Governance will own the end-to-end data strategy and governance agenda - from policy and stewardship to roadmap development aligned with clinical, operational, and financial priorities., * Define and own the multi-year data strategy roadmap, ensuring alignment with enterprise business goals, regulatory requirements, and evolving health plan priorities.
- Partner with business, technology, clinical, and finance leadership to translate strategic priorities into an actionable data agenda.
- Serve as a primary data strategy voice in executive forums, operating committees, and board-level discussions.
- Revamp and operationalize the enterprise data governance framework, including policies, standards, data stewardship models, and accountability structures.
- Establish governance councils and working groups that drive adoption and ownership of data quality, lineage, classification, and access controls.
- Ensure compliance with HIPAA, CMS, and applicable regulatory standards while enabling agility for data-driven innovation.
- Champion PHI/PII governance practices and embed privacy, security, and compliance-by-design principles throughout the data lifecycle.
- Design and continuously optimize the data operating model to improve delivery effectiveness, quality, scalability, and alignment with enterprise priorities, including organizational structure, workflows, governance, and prioritization processes.
- Establish and monitor performance metrics that measure the effectiveness, adoption, and business impact of the enterprise data function, regularly communicating progress and outcomes to senior leadership.
- Foster a culture of continuous improvement, accountability, and data democratization across the organization.
- Build trusted partnerships with executive leaders across Clinical, Operations, Finance, Compliance, and Technology while serving as a credible advisor who translates complex data concepts into measurable business value.
- Provide executive oversight, strategic communications, and governance reporting for enterprise data initiatives and transformation programs.
- Lead, mentor, and develop a high-performing team of data leaders, analysts, engineers, and governance professionals.
- Attract and retain top talent; build a diverse, engaged, and result-oriented data organization.
- Model and reinforce an inclusive culture that promotes psychological safety, innovation, collaboration, and mission-driven results.
- Perform any other job related duties as requested.
Requirements
- Bachelorās Degree in computer science, engineering, a related field required
- Masterās or other advanced degree in Health Informatics, Computer Science, Business Administration, or a related field preferred
- Equivalent years of relevant work experience may be accepted in lieu of required education
- Ten (10) years progressive experience in data, analytics, information management, or a related field required
- Four (4) years of experience in a senior leadership role is required
- Demonstrated experience within a health plan, managed care, or payer organization - deep familiarity with claims, clinical, and member data ecosystems required
- Experience developing and communicating enterprise data strategy to executive and board audiences required
- Experience leading and developing distributed, multidisciplinary data teams
Competencies, Knowledge and Skills:
- Knowledgeable in modern data platforms such as Databricks, Snowflake, or equivalent cloud-native environments
- Proven ability to build or significantly transforming data governance programs in complex, regulated environments
- Familiarity with data mesh, federated governance, or domain-oriented data ownership models
- Exposure to SDOH data integration, risk stratification (HCC), or Stars/quality measurement programs
- Familiarity with program and delivery management; experience with agile or product-oriented data delivery models
- Strong command of healthcare data standards and frameworks including HEDIS, FHIR, HL7, EDI, and HIPAA
- Exceptional executive presence and communication skills - the ability to influence without authority and align diverse stakeholders, * General office environment; may be required to sit or stand for extended periods of time

Benefits & conditions
$150,000 - $300,000. CareSource takes into consideration a combination of a candidateās education, training, and experience as well as the positionās scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance.
