Job description
- You will implement policies and procedures to manage the key management infrastructure (KMI) system.
- You will administer COMSEC resources in support of MSC fleet and shore component operations.
- You will plan and coordinate the centralized procurement and distribution of COMSEC materials for one of two unique COMSEC accounts in the DON assigned to MSC.
- You will assess the effectiveness of current processes and procedures for the maintenance and operations of secure communication systems.
- You will measure Local Element performances to determine the impact and effectiveness of procedural and process changes.
- You will utilize formal project management techniques to define scope, develop schedules, obtain stakeholders consensus, execute, and track progress of assigned COMSEC related projects.
- You will interpret COMSEC guidance and advise Local Elements on the proper handling, maintenance and operation of assigned COMSEC equipment.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision., A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience serving as a COSMEC Alternate Account Manager responsible for managing, planning, implementation, and operations of secure communication systems supporting fleet and shore components.
- Experience determining operational capabilities based on the cryptographic equipment manuals and communication security policies, using problem-solving rules, procedures, techniques, and methods.
- Experience interacting with customers to fulfill COSMEC management requirements associated with logistics, handling, distribution, destruction, and reporting of COSMEC material.
- Experience administering and managing the oversight of COMSEC materials assigned to Local Elements based upon DON and MSC policies and procedures.
- Experience executing life cycle management (LCM) requirements for assigned Local Elements, which is comprised of configuration management, firmware upgrades, software updates, IAVA patches and battery management for assigned COMSEC equipment

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment., In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. -OR-
- Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. -OR-
- Successfully completed an LL.M. degree that is related to the position being filled. -OR-
- A combination of experience and graduate education as described above that equates to one year of experience, PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
