Job description
Join a dynamic project team as the hands-on Moodle LMS Specialist leading the configuration, deployment, and rollout of a new, secure, and accessible training platform for Foster Parents and Kinship Caregivers. You will translate business requirements into a robust, production-ready Moodle solution, collaborating with IT, business stakeholders, and training administrators within a modern Docker/Kubernetes state-managed environment. This is a unique opportunity to drive digital transformation in public sector learning, ensuring compliance, performance, and user-centric experience. Responsibilities
- Configure Moodle LTS core and plugins for SCORM 1.2, Captivate modules, and MP4 video delivery
- Implement learner dashboard UX with responsive design and DHW branding
- Structure learning pathways, development tiers, gating, and auto-assignment logic
- Set up and manage ILT features: registrations, waitlists, capacity, calendars, regional filters, roster uploads, and attendance tracking
- Build and optimize notification workflows (email, in-app) for assignments, reminders, completions, and approvals
- Deliver robust reporting and transcripts per user, course, pathway, and certificate tracking
- Enforce course versioning, retirement, and certificate retention policies
- Ensure strict security: MFA, TLS/HTTPS, password policies, session timeouts, immutable audit logs
- Guide on accessibility best practices for ADA Title II and WCAG 2.1 AA compliance
- Deploy and support Moodle in Docker/Kubernetes; manage backups, DR, monitoring, patching, and environment promotions
- Size and optimize platform for bulk assignments and performance targets (e.g., P95 render - Create technical documentation, runbooks, and deliver admin training for successful handoff

Requirements
3+ years of Moodle administration/configuration (production deployments, SCORM, video)
- Proven experience with learning paths, badges, tier gating, role-based permissions
- Strong command of notifications, reporting, transcripts, and certificates in Moodle
- Deep security fundamentals: MFA, TLS/HTTPS, password and session management, audit logging
- Practical knowledge of ADA Title II, WCAG 2.1 AA, and content accessibility best practices
- Hands-on experience in Docker/Kubernetes environments and IT operations collaboration
- Ability to develop clear technical documentation and conduct admin training

Excellent communication and stakeholder coordination skills Preferred Skills
- Familiarity with PHP, MariaDB, Postgres, and Linux for Moodle stack
- Experience configuring advanced ILT workflows (registration, waitlists, attendance)
- Background in public sector or regulated environments
- Exposure to performance tuning for low-bandwidth users and mobile/tablet responsive UX
- REST/webhooks familiarity for future integrations
