Job description

We are seeking a senior-level Data Architect / Data Strategy Lead to support the State of Connecticut. This is a hands-on leadership role requiring both technical expertise and strategic ownership of data programs.

The ideal candidate will build and scale a modern data ecosystem, drive analytics adoption, and ensure data is leveraged to improve public services and decision-making.

Key Responsibilities1. Data Strategy & Leadership

  • Define and execute data strategies aligned with organizational goals
  • Lead or contribute to enterprise data initiatives and programs
  • Identify opportunities for AI/ML/NLP-driven analytics
  • Mentor teams and promote data-driven decision-making
  1. Data Analysis & Insights * Analyze complex datasets to identify trends and opportunities * Develop dashboards, reports, and executive presentations * Build measurement frameworks and KPIs * Translate data insights into actionable business recommendations

  2. Data Architecture & Engineering * Design and maintain enterprise data architecture standards * Manage ETL pipelines, databases, and data workflows * Ensure data integrity, scalability, and performance * Integrate data across platforms (Azure, Salesforce, CMS, etc.)

  3. Stakeholder Engagement * Work cross-functionally with business, IT, and leadership teams * Act as a bridge between technical and non-technical stakeholders * Conduct workshops, training sessions, and enablement programs

Requirements

Do you have experience in Statistics?, Do you have a Bachelor’s degree?, * Data analysis, reporting, and visualization

  • Google Analytics or behavioral data analysis
  • Predictive analytics, gap analysis, and statistical methods
  • Data modeling and data-driven problem solving
  • Power BI dashboards and storytelling with data

Technical Skills (3+ Years)

  • SQL, databases, ETL, and data pipelines
  • Python or R for data analysis
  • Cloud data platforms (Azure Data Lake, Synapse, Databricks, Snowflake, etc.)
  • Data governance, data quality, and metadata management
  • BI tools (Power BI / Tableau)

Leadership & Communication (3+ Years)

  • Experience leading or managing a data function/practice
  • Presenting insights to executive leadership
  • Driving adoption of data practices across teams
  • Strong stakeholder communication and collaboration, * Experience in public sector or large enterprise environments
  • Domain expertise in Healthcare, Business, or Education
  • Exposure to AI/ML and advanced analytics
  • Knowledge of data ethics, governance, and compliance
  • Experience with Salesforce, Sitecore, APIs, and CRM systems
  • Bachelor’s degree in a relevant field

Key Notes

  • This is a full-stack data role (technical + strategy)
  • Candidates with only technical OR only leadership experience will not be considered
  • Strong emphasis on data storytelling and executive communication
