Job description

Imagineeer is seeking a Lead Data and Architecture professional to serve as the senior technical authority responsible for designing, governing, and implementing secure, compliant, enterprise-scale data environments in support of federal health and defense missions. This is a leadership role with direct accountability for architectural decisions, enterprise data governance, and compliance posture across regulated IL4/IL5 cloud environments. You will align all technical design with DoD cybersecurity policy, federal data protection statutes, and auditability standards, and you will brief senior government officials on risk, compliance, and readiness. You own the architecture from concept through ATO., Enterprise Architecture and Design Architect and oversee deployment of IL4/IL5-compliant cloud lakehouse or data mesh environments Design secure ingestion pipelines integrating enterprise systems including MHS GENESIS, TRICARE, and United States Transportation Command Implement ABAC and RBAC mechanisms integrated with DoD ICAM systems Establish cryptographic data integrity and provenance tracking mechanisms Develop automated audit logging, monitoring, and traceability controls for all data access events Governance and Compliance Leadership Lead data governance board activities and establish enterprise data standards across programs Ensure all architectural decisions align with DoD Zero Trust Strategy, NIST SP 800-53, RMF, FedRAMP, and CMMC requirements Ensure compliance with HIPAA, DoD 5400.11-R, Federal Records Act, and NARA retention and disposition schedules Support ATO documentation and security package development Implement continuous monitoring controls and compliance dashboards to sustain audit readiness AI Governance and Executive Engagement Oversee AI/ML model governance including explainability, bias assessment, and operational validation Integrate AI governance frameworks into federal data environments in alignment with DoD Responsible AI policy Brief senior government officials on compliance posture, risk mitigation strategies, and audit readiness Serve as the escalation point for architectural risk decisions and cross-team technical disputes

Requirements

12 or more years of experience in enterprise data architecture within DoD or federal civilian agencies Demonstrated experience supporting RMF accreditation and ATO processes Deep familiarity with NIST 800-series controls and DoD cybersecurity policies Experience designing secure IL4/IL5 cloud architectures (AWS GovCloud, Azure Government, or equivalent) Proven implementation of zero-trust architecture and ICAM integration Experience establishing enterprise data governance frameworks Experience supporting federal records compliance and automated retention controls Strong documentation and technical writing capabilities for compliance artifacts Executive-level communication skills; experience briefing senior government officials Must be able to obtain a Public Trust clearance Desired Skills and Competencies: Experience supporting Military Health System modernization or federal healthcare data environments Experience in healthcare data compliance environments (HIPAA, CMS, MHS, or equivalent) Familiarity with distributed ledger or cryptographic hashing for data integrity Experience implementing continuous monitoring dashboards and automated compliance reporting Experience integrating AI governance frameworks into federal environments Knowledge of cross-domain data sharing controls and coalition interoperability Strong executive communication and audit response experience Experience with data catalog platforms (Collibra, Apache Atlas, Alation, Informatica, or equivalent) Technical certification in compliance with DoD Directive 8140 (CISSP, CISM, or equivalent) Current cloud architecture certifications (AWS Solutions Architect, Azure Solutions Architect, or equivalent) Active DoD clearance
