Job description

Kentro is hiring for Senior Manager, IT Project Delivery. The Senior Manager, IT Project Delivery is responsible for leading the successful delivery of complex, strategic IT programs supporting federal government clients. This role provides senior-level leadership across program execution, client engagement, delivery strategy, financial performance, risk management, and team leadership., The Senior Manager will oversee large-scale IT initiatives from planning through execution and delivery, ensuring programs meet client requirements, contractual commitments, quality standards, schedules, and financial objectives. This individual serves as a trusted advisor to federal clients and internal leadership, proactively identifying risks and opportunities while developing solutions that support successful program outcomes., Program & Project Delivery

  • Provide senior-level leadership and oversight for large, complex federal IT programs and strategic client engagements.
  • Lead programs through the full delivery lifecycle, including planning, execution, transition, performance management, and closeout.
  • Establish program objectives, milestones, delivery strategies, governance structures, and performance measures.
  • Ensure program deliverables meet contractual requirements, client expectations, quality standards, and established timelines.
  • Monitor program health, including scope, schedule, budget, resources, risks, issues, dependencies, and overall performance.
  • Develop and maintain integrated program plans and ensure appropriate project management practices are consistently applied.
  • Identify opportunities to improve delivery processes, operational efficiency, and client outcomes.
  • Establish and maintain appropriate program governance, reporting, escalation, and decision-making processes.
  • Ensure effective coordination across technical, functional, operational, and business teams.

Federal Client & Stakeholder Management

  • Serve as a senior point of contact and trusted advisor for federal government clients and key stakeholders.
  • Develop strong relationships with government program managers, contracting personnel, and other customer stakeholders.
  • Lead program reviews, executive briefings, status meetings, and other client-facing engagements.
  • Translate client requirements and strategic objectives into actionable delivery plans.
  • Anticipate client needs and proactively address concerns, risks, and emerging requirements.
  • Manage escalations professionally and develop solutions that protect both client relationships and program outcomes.
  • Communicate complex technical and program information clearly to executive and non-technical audiences.

Leadership & Team Management

  • Lead and develop high-performing program and project teams supporting federal IT clients.
  • Provide direction, coaching, mentorship, and performance feedback to program and project management personnel.
  • Establish clear expectations for accountability, collaboration, quality, and delivery performance.
  • Identify resource requirements and work with leadership to ensure programs are appropriately staffed.
  • Foster a culture of continuous improvement, ownership, transparency, and client service.
  • Support workforce planning, hiring, onboarding, and development of project and program management talent as needed.

Financial & Contract Performance

  • Oversee program financial performance, including budgets, forecasts, labor utilization, and cost management.
  • Monitor program performance against contractual and financial objectives and proactively address variances.
  • Partner with contracts, finance, and business development teams to support contract performance and program growth.
  • Identify and communicate opportunities for additional work, follow-on efforts, and contract expansion when appropriate.
  • Ensure program activities remain aligned with contractual requirements, scope, and approved funding.

Risk, Quality & Compliance

  • Identify, assess, and manage program-level risks, issues, dependencies, and constraints.
  • Establish mitigation and contingency strategies for significant program risks.
  • Ensure compliance with applicable federal requirements, contractual obligations, organizational policies, and security requirements.
  • Promote consistent use of project management, quality assurance, change management, and governance practices.
  • Ensure appropriate documentation, reporting, and program records are maintained.
  • Lead corrective action efforts when program performance does not meet established expectations.

Business Development & Growth Support

  • Partner with business development and capture teams to support growth within existing federal accounts and programs.
  • Provide subject matter expertise and delivery perspective during proposals, RFP responses, and capture activities.
  • Contribute to technical and management approaches, staffing strategies, estimates, and solution development.
  • Support transition and startup activities for new programs and contracts.
  • Identify client needs and opportunities that align with organizational capabilities and strategic objectives.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Business, Engineering, Project Management, or a related field, or equivalent combination of education and relevant experience.
  • 10+ years of experience managing IT projects, programs, or technology delivery initiatives.
  • 5+ years of experience leading complex programs or portfolios with significant scope, budget, schedule, and resource responsibilities.
  • Demonstrated experience managing IT programs for federal government clients.
  • Experience leading cross-functional teams in a government contracting environment.
  • Demonstrated ability to manage competing priorities, complex dependencies, risks, and stakeholder expectations.
  • Strong understanding of project and program management methodologies, governance, and delivery best practices.
  • Experience managing program budgets, forecasts, staffing, and financial performance.
  • Strong client relationship and executive communication skills., * Master’s degree in Business Administration, Information Technology, Computer Science, Project Management, or a related field.
  • PMP, PgMP, or other recognized project/program management certification.
  • Experience managing large-scale federal IT modernization, transformation, cloud, cybersecurity, data, or enterprise technology programs.
  • Experience supporting programs with multiple concurrent projects or workstreams.
  • Experience with federal acquisition, contracting, and program management processes.
  • Experience working with agencies such as the Department of Veterans Affairs, Department of Defense, Department of Homeland Security, or other federal civilian agencies.
  • Experience with Agile, Scrum, SAFe, DevSecOps, or hybrid delivery methodologies.
  • Experience supporting proposals, captures, recompetes, and contract growth activities.

Clearance Requirement:

  • Active Secret security clearance with the ability to obtain and maintain a Top Secret clearance after start.
  • US Citizen or Lawful Permanent Resident (Green Card)
