Developer/Programmer Analyst 3

Our client is seeking two Senior Developer/Programmer Analyst 3 professionals to support a large-scale statewide education data system.

This senior-level role will perform advanced analysis and development involving the support, enhancement, and improvement of databases and reporting solutions. The position requires strong expertise in Oracle SQL, PL/SQL, stored procedures, Jasper Reports, data aggregation, and analysis.

The selected candidate will work with multiple technical and business stakeholders to ensure the accuracy, quality, and effectiveness of reports supporting approximately 1,200 school districts across Texas.

The development environment follows a defined Software Development Life Cycle (SDLC) using an Agile-like methodology for completing code changes and defined releases., * Design, develop, enhance, and support Oracle database applications using SQL and PL/SQL.

• Develop and maintain complex stored procedures.
• Design, develop, modify, and support Jasper Reports.
• Perform advanced data aggregation, analysis, and validation.
• Analyze and resolve complex database and reporting issues.
• Support bug fixes and enhancements for core and PEIMS-related projects.
• Perform developer and unit testing of application and database changes.
• Participate in Agile development activities and release cycles.
• Work with multiple stakeholders to validate report accuracy and functionality.
• Document development activities, technical solutions, and system changes.
• Develop approaches and solutions for complex technical problems.
• Provide technical guidance and thought leadership.
• Assist with managing project scope and identifying potential project issues.
• Provide regular updates on project status, progress, risks, and deliverables.
• Follow established SDLC processes, development standards, and release procedures.

• 8+ years of experience designing, coding, and supporting applications using Oracle SQL and PL/SQL.
• 8+ years of experience with unit testing.
• 8+ years of experience working in Agile development environments.
• 5+ years of experience with Jasper Reports development.
• Strong experience with Oracle database development and stored procedures.
• Strong data aggregation and analytical skills.
• Ability to independently analyze complex problems and develop effective technical solutions.
• Strong communication and stakeholder collaboration skills., * 5+ years of experience with JIRA and/or Bitbucket.
• Experience working with large-scale enterprise or government applications.
• Experience supporting complex database and reporting environments.
• Experience working within formal SDLC and Agile development processes.

Ideal Candidate The ideal candidate is a senior Oracle developer with extensive SQL and PL/SQL experience, strong Jasper Reports development skills, and a proven background in Agile software development. The candidate should be comfortable working independently on complex technical problems while collaborating with multiple stakeholders and development teams.

Experience with large-scale education, government, or enterprise data systems is highly desirable.
