Job description
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations and, as appropriate, to other institutions.
The Conflict Prevention Centre (CPC) supports and co-ordinates the OSCEâs activities in the field, providing analysis and policy advice to the Secretary General and the Chairpersonship, leading work on all aspects of the conflict cycle, and supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCEâs role in the politico-military dimension.
Within the CPC, the FSC and Operations Support Service covers a broad variety of tasks, including operational planning for the set-up, reorganization and closure of field operations; analysis related to early warning, early action, conflict prevention, crisis management, conflict resolution, post-conflict rehabilitation and peacebuilding; identification of lessons and best practices; mediation support; operational liaison with other international organizations; and maintaining a 24/7 Situation/Communications Room.
The Operations Support Unit in CPC provides strategic and operational advice and analysis related to the conflict cycle, as well as planning and support on operational issues, with a special focus on field operations and field-based crisis response efforts. It identifies lessons and best practices to strengthen and innovate operational capacities and to preserve institutional memory in this area.

Objective of Assignment:
The OSCE is seeking a specialized ArcGIS Online application development developer, with particular emphasis on ArcGIS Experience Builder and Experience Builder Developer Edition.
The assignment is located in the Operations Support Unit and supports the OSCE Geographic Information System Pilot Project (OGIS PP). In line with its mandate, the CPC implements the OGIS project with a view to designing, developing, testing and supporting geographic information system technology capabilities for OSCE executive structures, in particular those in the field or field-oriented. The project is implemented in close collaboration with the Department of Management and Finance / Information and Communication Technology Services (DMF/ICTS).
The 2024-2026 OGIS project is currently focused on the implementation of tailored GIS applications for pilot users and is expected to be concluded by 31 December 2026. The selected candidate will ensure business continuity in the crucial final phase of the project and sustain effective delivery of high-quality web GIS products, in line with the task and responsibilities outlined below.
Duration of Assignment:
The initial duration of the assignment is until 31 December 2026. Further extensions will be subject to financial and operational requirements.
Tasks and Responsibilities:
Under the overall supervision of the Senior Geographic Information Officer, the consultant will be tasked with the following duties:
- Designing, configuring, developing and deploying tailored GIS applications, reports, interactive content and tools that meet business requirements, with particular emphasis on ArcGIS Online and ArcGIS Experience Builder. This will include a strong focus on, but not limited to, improving and upgrading the OSCE Presence Dashboard (OPD) from its current 1.0 version launched in July 2026 to a 1.5 version by the end of 2026, in line with applicable project documentation;
- Developing custom ArcGIS Experience Builder applications using Experience Builder Developer Edition, including custom widgets, themes, layouts or components where required;
- Using relevant web development technologies, including JavaScript/TypeScript, React, HTML, CSS and the ArcGIS Maps SDK for JavaScript, to customize and extend ArcGIS Online applications;
- Engaging with OGIS pilot users and project stakeholders to gather and analyse functional and non-functional requirements, and documenting them as functional and technical specifications;
- Analysing usersâ needs and processes, assessing problem situations or opportunities, and designing practical technical solutions that are usable by non-technical users;
- Configuring and managing ArcGIS Online content, including web maps, hosted feature layers, feature services, groups, sharing settings, forms, dashboards, applications and application dependencies;
- Creating visually effective, intuitive and user-friendly GIS applications, applying sound user interface, user experience, cartographic design and data visualization principles;
- Supporting the integration of data from forms, tabular datasets, geospatial datasets, semi-structured and API-based sources into ArcGIS Online applications, in line with OSCE information security and access control requirements;
- Troubleshooting, debugging and resolving technical issues related to GIS applications, Experience Builder applications, custom widgets, web maps, hosted layers, data loading, performance and user access;
- Carrying out quality assurance and quality control activities, including functional testing, document review, security-related checks and support to user acceptance testing;
- Contributing to the definition and documentation of GIS development lifecycle standards, application configuration records, maintenance notes and technical handover packages;
- Contributing to knowledge transfer, user guidance and, where required, the development and delivery of short training materials for ICT administrators, OGIS staff and end users;
- Contributing to identifying lessons learned, best practices and areas for improvement from a user perspective that may be feeding into a potential proposal for an OGIS project starting in 2027.
Deliverables:
The exact deliverables and deadlines will be confirmed at contract start and adjusted to the agreed OGIS development sprint plan. Indicative deliverables include:
- Application development workplan
- ArcGIS Online / Experience Builder prototypes
- Production-ready AGOL applications
- Custom Experience Builder components
- UI/UX and visual refinement
- Testing and UAT support
- Documentation and handover package
Requirements
- A first-level university degree in Computer Science, Cartography, Geography, Geographic Information Systems (GIS), or related fields;
- Recognized GIS certifications such as GIS Professional (GISP) and/or Esri Technical Certifications are desirable;
- Certification in project management (PRINCE2 Foundation or equivalent) is desirable;
- Certification in ITIL (Foundation level or higher) is desirable;
- A minimum of six years of progressively responsible professional-level experience in implementing GIS solutions and using GIS technologies to solve complex geospatial problems;
- Experience in designing, developing, testing, and supporting enterprise GIS products based on Esri software including ArcGIS and ArcGIS Online;
- Experience in ArcGIS Online administration and customisation;
- Experience of business analysis, gathering and analysing userâs GIS functional requirements and translating them into technical specifications;
- Experience of working in a project-based environment;
- Experience of using GIS to collect, integrate, and analyse multiple data types;
- Knowledge of spatial database systems and web mapping applications;
- Knowledge of current trends and practices in geospatial analysis tools and methods;
- Understanding of information security principles, and their application to handling sensitive geospatial information;
- Professional fluency in English with excellent communication (both oral and written) skills;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- ESRI-compatible script production and querying through ArcPy (Python), Arcade, and/or SQL functions is desirable;
- Understanding of geospatial standards and protocols (OGC, GeoJSON, WMS, WFS) is an asset;
- Proficiency in Microsoft Office products.
