Lead development of the public and authenticated Atlas web experience, including search, maps/dashboard integration, restricted workspaces, role-based capabilities, downloads, administration and State identity/API integrations using the final BIT-approved Microsoft/Azure-aligned application stack., Lead portal/application design and implementation for public, authenticated and restricted user paths. Implement State SSO using OAuth 2.0/OpenID Connect, session/logout behavior and role-based access with the Security Lead. Integrate application services through State API Management patterns. Develop search, filtering, dashboards/maps integration, downloads, sharing and administration functions required for the MVP. Build responsive interfaces supporting desktop, iPhone and Android requirements. Apply secure coding, configuration management and accessibility standards. Integrate with curated data services and approved analytics/GIS components. Establish application CI/CD, logging, error handling and operational diagnostics with the Architect. 7+ years of enterprise web application development, including technical-lead responsibility. Strong Microsoft/Azure-aligned full-stack experience (for example .NET/C# and/or modern JavaScript/TypeScript frameworks) and ability to work with the final BIT-approved stack. Experience integrating OAuth 2.0/OIDC, RBAC and enterprise SSO. Experience consuming/producing REST APIs and working with API gateways/management. Secure coding, Git, CI/CD, automated testing and production troubleshooting experience. Experience building accessible, responsive applications with complex data/analytics integrations. Preferred Qualifications Azure App Service/Functions/Static Web Apps or comparable Azure PaaS experience. Azure DevOps pipelines and Application Insights/monitoring. Government/healthcare portal experience. Experience integrating Power BI/Esri/Tableau or other visualization components. Knowledge of WCAG 2.1 AA and Section 508 development practices.
