Job description

ALL US CITIZENS DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation. Videos Duties

  • Oversees all facets of the Infrastructure Operations IT Support Systems program, including strategic planning, project execution, fiscal management, staffing, and communications.
  • Serves as the primary point of contact and principal technical advisor on IT Support Systems for senior leadership, employees, and external stakeholders.
  • Develops, adapts, and leads the implementation of new support systems concepts, policies, processes, best practices, and requirements across the organization.
  • Establishes and monitors performance metrics to evaluate and report on the accomplishment of program and project objectives.
  • Provides expert guidance on long-range and annual work planning, resource management, and policy formulation for IT operations.
  • Acts as the Executive Director’s delegate, mediating disputes, resolving complex IT support issues, and driving achievement of organizational IT goals.
  • Oversees technology investment and modernization efforts, including data center consolidation, infrastructure upgrades, and cost-saving initiatives.
  • Ensures integration of the VA’s mission, values, and strategic plan into Infrastructure Operations Support Systems strategies and programs.
  • Maintains extensive collaboration with VA offices, vendors, agencies, and industry partners to coordinate initiatives and provide program guidance.
  • Serves as primary contact for congressional and external reporting related to IT Support Systems, facilitating cross-organizational coordination, communication, and decision-making.

Requirements

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2026. You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience leading technical teams overseeing enterprise IT infrastructure (such as PKI/certificate management, middleware, web hosting, or virtual desktop infrastructure), managing full IT operations lifecycles, and administering program budgets; Demonstrate ability to align tactical plans with organizational strategy, utilize KPIs to deliver data-driven results to senior leadership, and manage stakeholder relationships is required; and experience in complex, regulated environments and familiarity with frameworks like NIST, RMF, or FISMA.
