Job description

An exciting opportunity has arisen for an experienced Framework Manager to lead the delivery of a portfolio of fast-paced structures and highways projects across Somerset. This role sits at the heart of a long-term civil engineering framework, requiring strong leadership, commercial awareness and the ability to manage multiple workstreams simultaneously.

The successful candidate will oversee the safe, efficient and high-quality delivery of framework works, working closely with clients, supply chain partners and internal teams to ensure performance targets are consistently achieved.

The Role

  • Lead and manage the delivery of highways and structures works across a live framework, including bridges, drainage, roadworks and associated civil engineering schemes
  • Act as the primary point of contact for the client, building strong collaborative relationships and ensuring framework objectives are met
  • Manage multiple concurrent projects in a fast-paced environment, ensuring works are delivered safely, on programme and within budget
  • Coordinate internal teams including site management, engineering, commercial and planning functions
  • Oversee subcontractor and supplier performance, ensuring quality, safety and contractual compliance
  • Drive programme planning and resource allocation to meet reactive and planned work requirements
  • Monitor financial performance, forecasts and variations, working closely with commercial teams
  • Ensure compliance with health, safety, environmental and quality standards across all framework activities
  • Support early contractor involvement, value engineering and continuous improvement initiatives
  • Produce performance reports and contribute to framework reviews and audits

Requirements

  • Proven experience managing highways and/or structures frameworks or multiple civil engineering projects concurrently
  • Strong technical understanding of highways, bridges and structural maintenance works
  • Experience working under NEC forms of contract, including early warning and compensation event processes
  • Demonstrated ability to lead teams and manage supply chains in a high-volume, fast-moving environment
  • Strong commercial and programme management skills
  • Excellent stakeholder management and client-facing experience
  • Proactive, organised and solutions-focused approach to problem solving
  • Competent IT skills, including MS Office and project management tools
  • Relevant construction or civil engineering qualification (degree, HNC/HND or equivalent)
  • Full UK driving licence
