Job description

We are seeking experienced Application Developers to support a large-scale, multi-year modernization initiative for a statewide pension administration environment. The project involves replacing aging legacy systems and retiring the existing ALICE platform while building a modern, cloud-native pension administration system hosted on Microsoft Azure.

The modernization initiative is focused on creating a scalable, secure, and maintainable technology environment while improving workflows, reducing manual processes, minimizing technical debt, and enhancing overall user experience and operational efficiency. The new environment will integrate with existing pension-related systems and leverage modern technologies including Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and document management/process automation solutions., * Design, develop, enhance, and maintain application components that meet business, functional, and technical requirements.

  • Develop modern, secure, scalable, and production-ready applications using C#, .NET, Angular, SQL, and Web APIs.
  • Participate in all phases of the Software Development Life Cycle (SDLC), including requirements analysis, design, development, testing, deployment, and maintenance.
  • Work within an Agile development environment and collaborate with analysts, testers, project managers, and technical teams.
  • Analyze business processes and functional requirements and translate them into technical solutions.
  • Develop clear and actionable user stories and acceptance criteria.
  • Participate in backlog refinement and maintain prioritized development work.
  • Develop and maintain REST APIs, system interfaces, integrations, and automation workflows.
  • Write clean, maintainable, and secure code following established development standards and secure coding practices.
  • Perform unit testing and support quality assurance activities to ensure high-quality deliverables with minimal defects.
  • Participate in code reviews and submit pull requests for review and approval.
  • Create and maintain technical documentation for application components, interfaces, and system functionality.
  • Work with legacy systems and understand existing architectures, dependencies, technologies, and integration points.
  • Support the migration and modernization of legacy applications into the Azure cloud environment.
  • Troubleshoot application issues and develop effective solutions to technical challenges.
  • Manage multiple development assignments and meet established project timelines.
  • Clearly communicate technical concepts, issues, and solutions to both technical and non-technical stakeholders.

Requirements

  • Strong knowledge of modern application development frameworks and programming languages.
  • Experience applying secure coding practices.
  • Strong understanding of the Software Development Life Cycle (SDLC) and Agile methodologies.
  • Experience with business process analysis and functional design principles.
  • Experience developing and maintaining technical and functional documentation.
  • Experience creating user stories and defining acceptance criteria.
  • Familiarity with legacy system architectures, dependencies, technologies, and integration points.
  • Hands-on experience with the full application development lifecycle, including:
  • Coding
  • Unit testing
  • Documentation
  • Code reviews
  • Pull requests
  • Experience developing, enhancing, and maintaining applications that meet functional and technical requirements.
  • Experience developing APIs, system interfaces, and automation workflows.

  • Strong problem-solving and analytical skills.
  • Ability to manage multiple development tasks and meet project deadlines.
  • Excellent communication skills with the ability to explain complex concepts to both technical and non-technical audiences.
  • Ability to collaborate effectively with developers, business analysts, testers, project managers, and other technical stakeholders.
