Systems Analyst (Expert Level)

Serve as a Lead Systems Analyst on major agency initiatives (including Assessment Management, Pipeline Audit, and Document Management systems). You will drive business process re-engineering, translate complex needs into scalable technical designs, analyze legacy data, and bridge the gap between business stakeholders and tech teams., * Requirements & Process Modeling: Lead requirements gathering, conduct gap analysis (As-Is/To-Be workflows), and design re-engineered business processes using UML and system modeling tools.

• System Design & Modernization: Act as the technical liaison to translate business rules into technical architecture, including legacy MS Access database normalization and transformation into enterprise SQL/Oracle databases.
• Testing & Stakeholder Alignment: Develop BRDs/FRDs, create test cases for SIT/UAT, analyze data using SQL/Excel/BI tools, and guide cross-functional teams.

• 84+ Months: Stakeholder communication/outreach promoting business process re-engineering.
• 84+ Months: Lead BA experience using BPM methodologies (process modeling, gap analysis, As-Is/To-Be, UML).
• 84+ Months: Lead BA experience gathering/documenting requirements for new application development projects.
• 60+ Months: Analyzing, normalizing, and transforming legacy databases (MS Access) into enterprise relational DBs (SQL Server, Oracle).
• 60+ Months: Serving as technical liaison between business units, software vendors, and developers.
• 48+ Months: System modeling and mapping tools (Visio, UML, ERD).
• 48+ Months: Developing/implementing multi-tier .NET Framework/.NET Core applications using C# (Web Forms, MVC).

Preferred Qualifications / Certifications

• Active IIBA CBAP or PMI-PBA certification.
• Master’s Degree in a computer or technology-related field.
