Tharros is seeking a Senior Cybersecurity Project Manager to support a Department of Homeland Security Intelligence and Analysis cybersecurity program focused on improving and maintaining the security posture of systems, users, and mission environments across the DHS Intelligence Enterprise. This role will serve as the senior contractor lead for program execution and will be responsible for managing project delivery, customer engagement, staffing coordination, schedule and risk management, quality control, reporting, transition activities, and overall contract performance. Responsibilities:
- Serve as the senior contractor lead for all work performed under the program.
- Act as the primary point of contact for the Government Contracting Officer and Contracting Officer’s Representative.
- Provide overall management, direction, administration, quality assurance, and leadership for contract execution.
- Oversee technical, cost, schedule, staffing, quality, risk, and deliverable performance.
- Develop and maintain project management artifacts, including the Project Management Plan, Integrated Master Schedule, Staffing Plan, Quality Control Plan, Risk Management Plan, and Risk Register.
- Lead recurring project reviews, status meetings, and customer touchpoints, including coordination with senior cybersecurity stakeholders.
- Track and report action items, taskers, deliverables, risks, issues, milestones, staffing status, and project performance.
- Manage transition-in and transition-out activities to support continuity of mission operations.
- Support disciplined use of Government-approved task management, reporting, and collaboration tools.
- Help maintain strong staffing coverage, including proactive workforce planning, rapid replacement readiness, and continuity planning for cleared cyber roles.
- Promote cross-training, skill redundancy, and staffing-risk visibility across critical program functions.
- Support service-level agreement tracking, issue escalation, and performance reporting.
Requirements
- 15+ years of demonstrated experience managing projects of similar size and scope.
- Project Management Professional (PMP) certification.
- CISSP or CISM certification.
- Experience managing cybersecurity, information assurance, or IT security programs.
- Ability to serve as the primary customer-facing program lead.
- Strong written and verbal communication skills., * Prior DHS, Intelligence Community, or national security cybersecurity program management experience is preferred.
- Experience with RMF, A&A, ISSO support, continuous monitoring, cloud security, DevSecOps, Zero Trust, GRC, enterprise audit, COMSEC, or cybersecurity operations.
- Experience managing cleared staffing pipelines, incumbent transition, retention planning, certification tracking, rapid replacement planning, or workforce continuity programs.
- Experience leading teams across complex, multi-stakeholder cyber environments with high operational sensitivity.
- Strong executive communication skills, including experience preparing status reports, briefings, risk updates, project review materials, and customer-facing deliverables.
