Job description
Program and Policy Administration:
- The Programming & Resources Analyst will assist and support the Air National Guard Security Forces Programming and Resources Branch by maintaining access and functionality of Envision, Power BI, the Programming Budget and Execution System, the Project Data System, and Checkbook.
- Provide technical assistance in developing and maintaining Air National Guard policy and guidance for manpower, funding, equipment, and technology, ensuring all actions are coordinated with the Contracting Officer Representative.
- Track and administer Site Activation Task Force action items from the National Guard Bureau/A8 Conversions Branch and ensure compliance through coordination with government program managers.
- Support manpower resource analysis, tracking, distribution, accountability, and maintain accurate annual updates of Operations and Maintenance unfunded requirements and State Cooperative Agreement unfunded requirements guidance and checklists.
- Maintain a Programming and Resources Continuity Book documenting processes, procedures, timelines, and points of contact, while ensuring all program and policy administration tasks are completed accurately and professionally.
Equipment and Logistics Oversight:
- Coordinate all Operations and Maintenance and State Cooperative Agreement unfunded requirements submissions, ensuring proper routing, documentation, and corrections with submitting units.
- The Programming & Resources Analyst will support the nationwide alarm preventive maintenance contract by coordinating meetings, analyzing maintenance calls and inspection sheets, monitoring bench stock inventory, and tracking preventive maintenance progress.
- Serve as liaison between units and contractors for Integrated Base Defense Security System maintenance inquiries, ensuring timely communication and reporting to the Contracting Officer Representative.
- Assist in reviewing information technology system maintenance contracts for National Guard Bureau equities and notify the Contracting Officer Representative of issues through written reports.
- Conduct unit site visits to validate, inspect, or provide manpower, programming, and resources analysis when directed by the Contracting Officer Representative.
Data Analysis and Compliance Monitoring:
- The Programming & Resources Analyst will support the Program Element Monitor in building the Air National Guard Security Forces Program Objective Memorandum by providing required data, financial analysis, documentation, and maintaining historical submission records.
- Assist the Resource Manager in executing and monitoring Operations and Maintenance and Military Personnel resources through assessments, automated record reviews, and requested updates.
- Provide quarterly execution analysis covering manpower, financial status, Operations and Maintenance unfunded requirements, and State Cooperative Agreement unfunded requirements.
- Analyze execution of the State Cooperative Agreement, monitor compliance using monthly reporting tools, identify discrepancies, and provide recommendations to the Resource Manager.
- Update Programming and Resources information on State of the State documents and Unit Visit Cards to support leadership decision-making.
Stakeholder Coordination and Training:
- Coordinate with National Guard Bureau functional managers, the Air National Guard corporate process, Major Commands, and Headquarters Air Force on programming and resources initiatives.
- Attend all assigned workshops, conferences, monthly Integrated Base Defense Security System working groups, maintenance contract meetings, Air Force Security Forces Center meetings, innovation groups, and other scheduled events.
- The Programming & Resources Analyst will prepare After-Action Reports after each representation to document discussions, decisions, and required follow-up actions. Deliver presentations to inform audiences of National Guard Bureau positions and updates
- regarding requirements, programming, and resources issues.
- Facilitate communication and assistance to field units through quarterly calls and forums with Air National Guard Security Forces logistics and resources personnel.
Knowledge, Skills, and Abilities (KSAs):
- Knowledge of Air National Guard and Department of Defense programming, budgeting, and resources systems, including Envision, Power BI, the Programming Budget and Execution System, the Project Data System, and Checkbook.
- Skilled in analyzing manpower, funding, and resource data, including unfunded requirements, State Cooperative Agreement execution, Integrated Base Defense Security System maintenance trends, and quarterly execution reporting.
- Ability to interpret, develop, coordinate, and maintain Air National Guard policy and guidance for manpower, funding, equipment, and technology while ensuring accuracy and coordination with the Contracting Officer Representative.
- Skilled in coordinating across multiple stakeholders, including National Guard Bureau functional managers, Major Commands, Headquarters Air Force, contractors, and field units, while communicating through briefings, meetings, and After-Action Reports.
- Ability to manage continuity documentation, update resource tracking tools, maintain compliance records, support Program Objective Memorandum development, and conduct site visits to validate programming and resource requirements.
Requirements
- At least 3 - 5 years of experience supporting Department of Defense or Air National Guard programming, budgeting, manpower, or resource management functions.
Minimum Education:
- High school diploma or GED required. Bachelor’s degree in relevant field preferred.
