Job description

Atlas Technologies is seeking an experienced Project Manager ‘ C5ISR Systems Integration to lead the execution and oversight of projects supporting NIWC and the U.S. Coast Guard.

The Project Manager will provide overall programmatic leadership for the design, procurement, production, integration, testing, delivery, and eventual shipboard installation of C5ISR and shipboard communications systems. The position will coordinate activities across Atlas, NIWC, U.S. Coast Guard stakeholders, systems engineers, subcontractors/OEMs, and other technical organizations.

This position requires a strong project-management background combined with sufficient technical understanding of C5ISR systems design and integration to effectively manage engineering dependencies, system configurations, technical deliverables, production activities, integration risks, and schedule performance. Prior U.S. Coast Guard, U.S. Navy, NIWC, or comparable DoD systems-integration experience is strongly preferred. This role supports projects delivered to the U.S. Coast Guard through our U.S. Navy, Naval Information Warfare Center (NIWC) partnership. Work is primarily on-site in either Charleston, SC, Virginia Beach, VA, or Alexandria, VA.

Travel: Up to 30% CONUS travel.

You Will:

  • Project & Program Management
  • Lead day-to-day execution and oversight of the C5ISR Comms projects.
  • Develop, maintain, and manage integrated schedules covering design, procurement, material delivery, production, integration, testing, Government deliverables, and installation activities.
  • Manage project scope, milestones, dependencies, risks, issues, action items, and customer commitments.
  • Coordinate execution across Atlas personnel, NIWC, Coast Guard stakeholders, subcontractors, OEMs, and technical partners.
  • Monitor project cost, schedule, technical performance, material status, and subcontractor execution and identify potential impacts early.
  • Provide concise project status reporting to Atlas and Government leadership, including accomplishments, upcoming milestones, risks, decisions, and corrective actions.
  • Support Atlas Contracts and program leadership in managing scope changes, subcontractor requirements, deliverables, and contractual actions.

  • C5ISR Engineering & Integration Oversight
  • Coordinate engineering activities associated with system requirements, design development, system configuration, integration, testing, installation, and acceptance.
  • Work closely with systems engineers, test engineers, integration personnel, technical writers, configuration-management personnel, and other SMEs.
  • Ensure system requirements and ship-specific configurations are appropriately reflected in engineering documentation, drawings, technical data, test procedures, and integration activities.
  • Coordinate design reviews, technical interchange meetings, integration events, test-readiness activities, system testing, and Government/customer reviews.
  • Track technical issues and engineering changes through resolution and assess impacts to schedule, procurement, production, testing, and installation.
  • Support the maturation of initial designs into repeatable production and fleet installation configurations.

  • Subcontractor, Production & Customer Coordination
  • Provide programmatic oversight of subcontractors and OEMs responsible for system engineering, material procurement, manufacturing, integration, testing, and delivery.
  • Monitor long-lead material, production schedules, quality status, technical deliverables, nonconformances, corrective actions, and other activities affecting system delivery.
  • Conduct recurring project reviews and maintain accountability for subcontractor actions, schedules, and deliverables.
  • Serve as a primary Atlas interface with NIWC and U.S. Coast Guard stakeholders for assigned project activities.
  • Translate technical, production, and subcontractor issues into clear program impacts and actionable recommendations for Atlas and Government leadership.
  • Coordinate activities required to transition systems from design and initial integration through production, shipboard installation, testing, commissioning, and final acceptance.

Requirements

  • U.S. Citizenship.
  • Ability to obtain and maintain a DoD Secret Security Clearance.
  • 7+ years of relevant experience supporting C5ISR, communications, electronics, systems engineering, systems integration, or comparable complex technical programs.
  • 3+ years of project or program management experience involving technical or engineering-based projects.
  • Demonstrated experience managing schedules, milestones, risks, technical deliverables, subcontractors, and multiple concurrent workstreams.
  • Working knowledge of the systems-engineering lifecycle, including requirements, design, integration, verification, validation, testing, configuration management, and fielding.
  • Ability to understand engineering drawings, system architectures, interface documentation, installation documentation, and test procedures sufficiently to manage technical execution and associated project risk.
  • Proficiency with Microsoft Office tools (Excel, PowerPoint, Word, Project, Visio).
  • Strong written and verbal communication skills.
  • Ability to guide and support team members through effective leadership and clear expectations., * Bachelor’s degree in engineering, Computer Science, Information Systems, Education/Training, or a related field. 15yrs of equivalent experience in lieu of degree.
  • Minimum of 5 years in technical training, project management, or lab operations within a defense environment.
  • Minimum 3yrs Experience in USGC Shipboard INTEL/TCA Operations

We’d Be Impressed If You Have:

  • Top Secret Clearance
  • Prior U.S. Coast Guard, U.S. Navy, NIWC, or Naval Warfare Center experience.
  • Experience supporting U.S. Coast Guard Shipboard Internal and External Communication Systems on WMSLs.
  • Experience supporting C5ISR or shipboard communications system design, integration, modernization, or installation.
  • Experience with shipboard system integration, ship alteration/installation, waterfront activities, SOVT, commissioning, or Government system acceptance.
  • Experience transitioning engineering or prototype systems into production and repeatable fleet deployment.
  • Experience managing OEMs, subcontractors, long-lead material procurement, production schedules, and technical deliverables.
  • Familiarity with DoD/DHS acquisition, Government contracting, FFP subcontracting, configuration management, and technical-data requirements.
