Job description
The Administrative Office of the Illinois Courts’ JMIS Division is seeking an experienced Senior Software Engineer to design, build, and optimize enterprise data and application systems. This position combines hands-on software development, collaborating and overseeing third-party developer partners, and system analysis. The position will be involved with requirements gathering, end-user interaction, testing, documentation, report development, and user follow up using Oracle, SQL, and Power BI as core technologies., * Design, develop, and maintain complex, secure applications, and data solutions using Oracle Database (including PL/SQL), APEX, advanced SQL, and related technologies.
- Architect and implement scalable data models, stored procedures, packages, and performance-tuned queries to support high-volume transactional and analytical workloads.
- Lead system analysis activities: elicit and document business requirements, map processes, perform gap analysis, and translate needs into technical specifications and solution designs.
- Build interactive dashboards, reports, and self-service analytics in Power BI, including data modeling, application and row-level security, and integration with other data sources.
- Drive end-to-end solution design: create high-level and detailed designs, data flow diagrams, and technical documentation that balance end user requirements, security, and performance.
- Excellent project and time management skills are required and ability to communicate with end users on projects.
- Communicate and work closely with colleagues and database administrators to deliver applications in a timely manner.
- Work collaboratively with team members on complex and integrated development efforts across multiple systems.
- Perform other duties as assigned.
Requirements
Bachelor’s degree in Information Systems, Computer Science, or a related field (or equivalent practical experience). At least five years of related professional software development experience, or an equivalent combination of education and experience. Hands-on experience in developing enterprise data systems is required. Strong hands-on expertise with Oracle Database (12c, 19c, or later), including SQL, PL/SQL, performance tuning, report creation, and indexing strategies.
KNOWLEDGE AND SKILLS
- Knowledge of Oracle APEX, cloud infrastructure, database administration, data warehousing, security systems, and software development methodologies.
- Experience in developing security controls within applications.
- Knowledge and experience in the use of Microsoft Office software (Word, Excel, PowerPoint, etc.) and Visio diagramming. Working knowledge of Microsoft Excel using graphs, statistical calculations, diagrams, project / time management templates, printing, calculations and advanced Excel functions.
- Knowledge of regulatory compliance frameworks (HIPPA, PII) and how they apply to database and application systems.
- This position requires the ability to manage multiple complex projects with high attention to detail and work with a wide latitude for professional judgment. Knowledge and experience in managing third-party developers as well as excellent project and time management skills.
- Excellent leadership, communication, and interpersonal skills with the ability to engage with stakeholders at all levels.
- Must possess a valid Illinois driver’s license and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
PHYSICAL REQUIREMENTS
This position requires the ability to sit for extended periods of time. Applicants must be able to travel, as needed, including overnight stays and work additional hours outside of normal business hours. This is a professional office working environment. Hybrid work option is currently available.
