Hybrid/Remote Work: Hybrid work is eligible, with occasional on-site meetings required based on operational needs. The hybrid schedule will be established by the manager, and in-office expectations may be adjusted with notice in response to business requirements. Candidates should reside within a reasonable commuting distance of Salem.

Our Mission

The Department’s mission is to serve the public by practicing and promoting responsible water management through two key goals:

  • To directly address Oregon’s water supply needs
  • To restore and protect streamflows and watersheds in order to ensure the long-term sustainability of Oregon’s ecosystems, economy, and quality of life, This position focuses on analyzing, developing, and enhancing the department’s custom desktop and web applications using a variety of programming languages and development tools. The role involves coding, debugging, and testing software with the support of senior technical staff, as well as querying databases to prepare datasets for applications, reports, and spreadsheets. You will work closely with Information Services team members and receive direct guidance from a Senior Application Developer. This position also plays a key role in keeping critical system infrastructure stable and accessible for staff and the public, which aligns with the goals of the state’s Integrated Water Resources Strategy. Your work helps ensure the department’s platforms remain reliable, modern, and capable of supporting Oregon’s long-term water management needs., * NON-PERS ELIGIBLE (Includes most new hires to state government. Employees typically gain PERS eligibility after six months of state service. PERS ELIGIBLE (Typically current or former employees of Oregon state or local government, public schools, universities, etc.) The salary listed will state base monthly salary, which is BEFORE PERS.

Requirements

Three years of information systems experience in: Software, Structured Query Language and/or Web Application Development.

OR

An Associate’s degree in Computer Science, Information Technology, or related field,

OR completion of a two year accredited vocational training program in information technology or related field; AND three years of information systems experience in: Software, Structured Query Language and/or Web Application Development.

OR

A Bachelor’s degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Preferred Qualifications

  • Experience developing .Net desktop and/or web applications

  • Knowledge writing SQL Queries and managing data sets

  • Knowledge of database schemas

  • Foster a forward-looking team dedicated to serving Oregonians with integrity and excellence., This position works in an office environment and requires delivering a high volume of quality work within tight deadlines while operating with minimal supervision. The role involves sustained concentration on highly technical tasks in an open office setting where interruptions are common. It requires managing multiple competing priorities and may occasionally involve irregular hours, including night or weekend work. The position requires frequent and extended use of desktop or laptop computers, constant use of computer input and output devices, and strong oral and written communication skills. Conflict resolution skills are necessary due to the nature of collaborative and technical work. The role may include occasional light lifting under 10 pounds and occasional travel within the state using a state vehicle.
