Job description

This role focuses on leading intermediate pressure gas distribution system capital projects that enhance system integrity and reliability. The Gas System Project Manager oversees the full project lifecycle, from initiation through execution, ensuring projects meet scope, cost, schedule, and quality targets. The position involves managing a portfolio of moderate-risk projects, coordinating with multiple agencies and stakeholders, and driving improvements in gas system performance and safety. Responsibilities

  • Manage the full lifecycle of gas distribution system capital projects, from initiation through execution, ensuring delivery within defined scope, cost, schedule, and quality targets.
  • Lead project planning activities by defining project objectives, timelines, methods, and resource allocation for intermediate pressure gas distribution projects.
  • Drive project plans and milestones, monitoring progress and adjusting plans as needed to keep projects on track.
  • Oversee scope, schedule, and budget for individual projects or portfolios of moderate risk and financial impact.
  • Coordinate and collaborate with multiple agencies, private partners, and stakeholders to ensure alignment and smooth project execution.
  • Initiate projects by securing stakeholder alignment and clarifying roles, responsibilities, and expectations across cross-functional teams.
  • Lead cross-functional teams to deliver project outcomes, providing direction, guidance, and support throughout the project lifecycle.
  • Develop statements of work (SOW), bid documents, and cost estimates to support procurement and contracting activities.
  • Manage and support projects involving older vintage PE pipe replacement, older wrapped steel pipe replacement, shallow main pipe replacement, gas main reinforcement, and cathodic protection improvements.
  • Oversee projects related to distribution integrity management, ensuring improvements in gas system integrity and reliability.
  • Implement effective communication plans to keep stakeholders informed of project status, risks, and changes.
  • Lead change management efforts to address scope changes, schedule adjustments, and budget impacts, ensuring proper approvals and documentation.
  • Identify project risks and issues, develop mitigation strategies, and resolve problems promptly to minimize impact on project outcomes.
  • Utilize strong leadership, negotiation, and problem-solving skills to build consensus and drive decisions that support project goals.

  • Proven experience managing the full project lifecycle, from initiation to execution, including scope, cost, schedule, quality, and stakeholder management.
  • Experience in natural gas system utility infrastructure project management.
  • Hands-on experience with older vintage PE pipe replacement, older wrapped steel pipe replacement, shallow main pipe replacement, gas main reinforcement, cathodic protection improvements, and distribution integrity management projects.
  • Experience developing statements of work (SOW), bid documents, and cost estimates.
  • Strong communication skills, with the ability to convey complex technical and project information clearly to diverse stakeholders.
  • Strong leadership skills, with experience leading cross-functional teams and driving project delivery.
  • Strong negotiation skills to manage expectations, contracts, and stakeholder agreements.
  • Strong problem-solving skills, with the ability to identify issues, analyze options, and implement effective solutions.
  • Project management experience in utility construction or gas system utility infrastructure environments.

This position is based in a hybrid work environment in Kent, WA, combining remote work with on-site presence as project needs require. The role involves close collaboration with internal teams, external agencies, private partners, and various stakeholders in the energy and utilities sector. The work centers on gas system utility infrastructure and utility construction projects, with a strong emphasis on system integrity, reliability, and safety. The position is offered as a 24-month contract and includes 5 days of paid time off and 12 days of holiday pay aligned with a major holiday schedule.
