Job description

The Prime Minister’s Office enables the Prime Minister to deliver the Government’s overall priorities and to communicate the Government’s policies to Parliament, the public and international audiences. From the Policy Unit and Press Office, Switch and Custodians, to the Events & Visits team and the world class Private Office Support team; the diverse Downing Street and No10 North teams draw on varied expertise from across the Civil Service and beyond. The teams come together to deliver excellent service to the Prime Minister while also making No10 a great place to work.

Join the No10 ICT Team as a Digital Business Analyst and play a key role in delivering digital transformation projects at the heart of government. This role supports the Prime Minister’s Office and contributes to No10’s priorities through innovative digital services. You will work in a fast-paced, secure environment, collaborating with stakeholders across government to deliver impactful outcomes.

What You’ll Do

  • Collaborate with our stakeholders to gather, analyse, and document internal ICT requirements from No10 business areas and translate these into functional specifications for ICT systems and digital platforms within No10.
  • Develop use cases from business requirements and ensure that they contain suitable acceptance criteria to support development and test activity.
  • Analyse and document business processes, user journeys, and data flows to align with the team’s product goals and delivery strategy.
  • Conduct market and competitor analysis to inform the digital strategy.
  • Evaluate existing ICT systems and recommend improvements or new solutions to fill gaps.
  • Facilitate workshops, interviews, and user testing sessions to validate solutions.
  • Collaborate with internal engineers, developers, and third-party suppliers to deliver user-focused outcomes to the business.
  • Monitor and track project progress and assist in change management efforts driving forward work and ensuring the effort is spent on meeting business objectives.
  • Prepare reports, presentations, and documentation for both technical and non-technical audiences.
  • Carrying out searches of data and systems to analyse various information required to meet PMQs, FOI and other legal obligations.
  • Other ad hoc duties.

Requirements

  • Strong communicator with excellent written, verbal, and documentation skills, able to translate complex requirements into clear, actionable insights
  • Confident engaging stakeholders at all levels, able to influence, challenge constructively, and manage expectations
  • Strong analytical skills, with the ability to identify issues, assess options, and support evidence-based decision-making
  • Ability to manage multiple workstreams and deliver at pace, maintaining focus on outcomes
  • Demonstrates sound judgement and effective decision-making, particularly under pressure
  • Comfortable applying a range of business analysis techniques and producing high-quality requirements and user stories
  • Solid understanding of business processes and digital technologies, with awareness of data or database systems
  • Familiar with Agile delivery and user-centred design principles (public sector experience desirable)
  • Resilient, adaptable, and committed to continuous improvement and learning
