Job description

Duties Description Meets with business areas to discuss the development of the agency strategy for analytics solutions; Oversees the drafting of informational documents on analytics solutions; Reviews and suggests improvements to current or planned systems and processes; Supervises a team of Data Analysts staff; Work with data visualization tools(i.e Tableau); Work with the data warehouto develop strategy and direction which will help to ensure alignment with the divisions strategic plan; Work with the business operations director to ensure accuracy and consistency in billing for vendor/contract support staff Work with the PMO lead to develop strategic plans to ensure a smooth transition from project work to operational procedures; Work directly with project managers to ensure all work tasks are identified and estimated, which will then help with the development of the project schedule and scope statement; Coordinating the analysis of trends in data sources and assessing data structures Reviewing data sources and reports prepared by lower-level staff for accuracy; Personally, conducting or directing the most difficult data analyses., Additional Comments The NYSOH System is key component of New York’s Medicaid Enterprise system portfolio and provides critical support for eligibility and enrollment policy and operations for Medicaid, Child Health Plus (CHP), the Essential Plan (EP), and Qualified Health Plans (QHPs), as well as tax credits for QHPs. NYSOH is a highly complex integrated system that assists consumers in real time determination of eligibility for coverage across multiple health care plans, serving the Modified Adjusted Gross Income (MAGI) eligible Medicaid population, CHP, and EP, as well as individuals seeking subsidized or non-subsidized coverage through QHPs. The system annually supports over 250,000 webpage views, sends over 20 million notices, and processes over 6 million eligibility determinations as it facilitates enrolling individuals into coverage, along with exchanging data with numerous internal and external parties, including the IRS, CMS, and the State’s core Medicaid Management Information System (MMIS).

Requirements

Minimum Qualifications Nine years of experience* in data visualization, and statistical models and data mining tools.

Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications: Eight (8) years professional experience in Information Technology; Five (5) years in data analysis and management (e.g., database design, database optimization, transformation and load activities, query design and optimization, and experience with large-scale multi-tier/multi environment databases); Three (3) year of experience in a health-related information technology program; Demonstrated strong analytical, organizational, reporting and communication abilities.
