Position: Information Technology Project ManagerDepartment: Information TechnologyReports To: Director of Information TechnologyFLSA Status: ExemptPay: $75,337.60DESCRIPTIONThe IT Project Manager is responsible for planning, coordinating, and managing enterprise technology projects and strategic initiatives that support the City of Lufkin’s operational goals, technology roadmap, and long-term organizational objectives.Working under the direction of the Director of Information Technology, the IT Project Manager collaborates closely with City leadership, department stakeholders, vendors, consultants, and Information Technology staff to ensure projects are delivered on time, within scope, and within budget while minimizing operational disruption.QUALIFICATIONS· Bachelor’s Degree in Information Systems, Computer Science, Business Administration, Public Administration, Project Management, or a related field is preferred. Equivalent combinations of education and experience may be considered.· Project Management Professional (PMP) certification is required or must be obtained within one (1) year of hire.· Minimum of five (5) years of progressively responsible experience managing Information Technology projects, enterprise software implementations, or business transformation initiatives.· Experience leading enterprise software or municipal technology implementations is highly desirable.· Experience working with Tyler Technologies, CentralSquare, Oracle, SAP, Microsoft Dynamics, Workday, or comparable enterprise software platforms, including SaaS-based enterprise solutions is preferred.· Experience managing vendor led enterprise technology implementations and third-party consulting engagements.· Experience with project management methodologies including Agile, Hybrid, or Waterfall.· Must possess a valid Texas Driver’s License at the time of placement.KNOWLEDGE, SKILLS, AND ABILITIES· Knowledge of enterprise business applications, including Enterprise Resource Planning (ERP), Enterprise Permitting & Licensing (EPL), Municipal Court (MC), and related municipal software solutions.· Thorough knowledge of project management principles, methodologies, and best practices.· Knowledge of enterprise software implementation lifecycles.· Knowledge of municipal government operations and business processes.· Knowledge of organizational change management principles and techniques associated with enterprise technology implementations.· Ability to develop project plans, schedules, budgets, and resource allocations.· Ability to identify, evaluate, and mitigate project risks.· Strong organizational and analytical skills with exceptional attention to detail.· Excellent verbal and written communication skills.· Ability to facilitate meetings and lead cross-functional teams.· Strong vendor management and contract administration skills.· Ability to prepare executive presentations, project dashboards, and status reports.· Excellent customer service, negotiation, and conflict resolution skills.· Ability to adapt to changing priorities while maintaining project objectives.MAJOR DUTIES· Develop comprehensive project plans, schedules, milestones, deliverables, and implementation roadmaps.· Coordinate project activities across multiple City departments and external partners.· Coordinate organizational change management activities including stakeholder engagement, communications, training readiness, and adoption planning.· Monitor and manage project scope, schedule, budget, risks, and resources to support successful project delivery.· Establish project governance processes and reporting standards.· Maintain project documentation, issue logs, risk registers, action items, and decision logs.· Prepare executive-level project status reports and presentations for City leadership and City Council.· Coordinate project activities with consultants, contractors, and third-party vendors.· Monitor vendor performance and contractual deliverables.· Collaborate with department
