Job description

Under the general direction of the Information Technology Manager I, manage the Policy QA Team to ensure timely completion of testing activities and delivery of quality Next Generation and Legacy Policy Systems.

This position will manage (plan, develop, implement, evaluate) the Policy QA Team to achieve IT Quality Assurance objectives and ensure timely completion of testing activities and delivery of quality Next Generation and Legacy Policy Systems, implement Automation for testing and significantly enhance efficiency ensuring higher accuracy, consistency of processes, optimizes resource allocation and leading to cost savings, recruit, hire, train, develop, appraise and discipline subordinate staff, and participate in department and organization wide committees to promote consistent systems development and testing standards as well as on special projects., Our culture centers on our purpose and values. Special Requirements

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Requirements

  • Proficient knowledge and understanding of Quality Assurance and Quality Control methods
  • Working knowledge of IT testing concepts and techniques.
  • Proficient knowledge of Organizational Development and IT change management.
  • Proficient knowledge of general management and personnel management principles and practices.
  • Working knowledge of the State Fund organization and functions, the budget planning process, and workers’ compensation industry trends and issues.
  • Working knowledge of State Fund standard software applications.
  • Working knowledge of project management principles.
  • Proficient knowledge State Fund Information Technology principles, current trends, methods and practices.
  • Working knowledge of State Fund’s security policies and practices.
  • Proficient knowledge of application promotion to production procedures
  • Ability to apply testing concepts and techniques effectively
  • Skill with application systems development life cycle methodology
  • Skill in providing assistance, advice, and guidance to project team members on relational database design concepts, application development, efficient production job design, testing concepts, and other specialties
  • Ability to work effectively with all levels of management
