Job description

Develops, implements, and manages geographic information systems for an assigned department or for a centralized IT function. This is an experienced managerial level charged with responsibility for one or more activities within a department. Position manages a group of employees, typically with intermediate supervisors, or a smaller group of specialized professional employees. Areas of responsibility are typically unique within the department.

Supervision Received:

Normally receives guidance regarding overall mission, short-term and mid-term objectives, scheduling, unusual priorities, etc., but is free to set work methods, timetables, performance standards, etc., These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Provides management direction to the GIS function including the development and implementation of the GIS program for assigned department.
  • Establishes operating and project priorities and allocation of GIS resources for the organization; balances ongoing responsibilities and special projects as assigned.
  • Coordinates and facilitates activities and commitments with other departments and/or functions.
  • Develops and tracks project schedules.
  • Prepares and monitors departmental budget.
  • Selects, trains, coaches, recommends salary increases, administers corrective action and reviews performance of department employees.
  • Maintains knowledge of current technological developments in GIS and assures that staff skills are updated and enhanced as needed.
  • Establishes team organization and processes within policy limitations.
  • Selects technical methods.
  • Defines Enterprise Architecture for City wide GIS program, creates Citywide standards and procedures for GIS systems, evaluates Citywide GIS systems and personnel.
  • Implements master and client data models, designs and implements spatial databases, assists in developing quality assurance policies and procedure, compiles technical documentation for acceptance.
  • Assists in the formation of GIS governance board, develops goals and objectives, develops documents, and implements GIS maintenance processes and associated workflow.
  • Coordinates with and advises principal system users to determine functional requirements of the GIS program.
  • Coordinates with Departments GIS Stakeholders, Vendors like ESRI, and GIS Staff to implement Agile base project execution approach, to minimize any discrepancy for GIS environment and applications/databases, delivering on-time with cost effective estimations, and to ensure the projects are in-line with City’s policies and standards.
  • Provides professional advice to other city departments, sets work priorities, establishes ongoing procedures pertaining to GIS program and assists staff and other departments on GIS needs.
  • Conducts meetings and planning sessions related to existing and potential plans and projects as needed.
  • Organizes and prioritizes division daily work assignment; guides and advises customers regarding inquiries and complaints, communicates both orally and in writing with department personnel, City officials, citizens developers, and outside professionals.
  • Develops and updates system/applications documentation and user/training manuals.
  • Researches and analyzes new technologies and hardware, software products.
  • Conducts user training and provide technical support to prevent and reduce the critical application down time.
  • Performs system administration duties that may include the installation, configuration, and troubleshooting of hardware and software on personal computers, workstations, and servers.
  • Consolidates and standardizes GIS Datasets.
  • Maintains managerial authority over a group of professional employees and/or technical employees.
  • May perform other duties as assigned.

Requirements

  • Leadership and motivational skills.
  • Skill in identifying operating issues and developing solutions.
  • Ability to apply experience and professional knowledge to carry out most assignments in GIS.
  • Ability to apply general IT and GIS knowledge across organization or discipline lines., Education and Experience - Bachelor’s Degree in GIS, Geography, Computer Science, Engineering, or related field; and five (5) years professional experience in GIS., Preferred Requirements - Master’s Degree in GIS, Geography, Computer Science, Engineering, or related field; and five (5) years of directly related GIS professional work experience.
