Job description

Seeking an experienced Software Architect / Lead Software Architect with strong expertise in PACSS, Child Support Enforcement, and Federal IV-D regulations. The ideal candidate will lead functional architecture, requirements, SDLC oversight, and integration efforts across PACSS, SC New Hire, and the Child Support Client Portal.

Roles & Responsibilities

  • Lead functional architecture activities for PACSS, SC New Hire, and the Child Support Client Portal.
  • Develop and maintain a deep understanding of PACSS functional and technical requirements, including Case Initiation, Case Management, Financial, and system integrations.
  • Lead requirements validation, design, development, and system testing activities throughout the SDLC.
  • Work closely with developers, business analysts, testers, SMEs, end users, and system development contractors.
  • Oversee requirements management and Requirements Traceability Matrix (RTM) activities throughout the SDLC.
  • Review system development contractor deliverables for quality, completeness, and compliance with project plans and contractual requirements.
  • Coordinate State project team responsibilities for requirements validation, detailed design, and system testing.
  • Identify and analyze functional requirements for SC New Hire and Child Support Client Portal applications and ensure effective integration with PACSS.
  • Work with Child Support Services stakeholders to identify and resolve application and business issues.
  • Lead the development of user stories, use cases, workflow diagrams, and functional specifications.
  • Analyze system capabilities and translate business requirements into structured technical and functional requirements.
  • Prepare technical reports by collecting, analyzing, and summarizing project information and trends.
  • Assist with test case design, process change requests, and project scope management through requirements.
  • Provide regular written and verbal status updates to the PACSS Project Manager.
  • Lead and coordinate teams of business analysts, testers, and subject matter experts.
  • Work independently, take initiative, and contribute to continuous project improvement.

Requirements

  • 5+ years of experience with PACSS (Palmetto Automated Child Support System).
  • Experience with Child Support Enforcement systems.
  • Experience with Federal Child Support IV-D regulations.
  • Experience working with developers and end users to define and validate functional requirements.
  • Experience with New-Hire applications.
  • Strong understanding of system engineering concepts, functional architecture, and modeling techniques.
  • Demonstrated leadership ability.
  • Strong analytical, problem-solving, and requirements-management skills.
  • Excellent written and verbal communication skills.
  • Ability to communicate effectively with technical and non-technical stakeholders.
  • Ability to work independently with minimal guidance.

Education
