Job description

The Information Technology Specialist III - Software Developer will provide hands-on application development, operations and maintenance (O&M), and technical support for enterprise applications and supporting systems. The individual will primarily support application development and maintenance activities while also contributing to operational support and technical documentation.

The Software Developer will participate throughout the full software development lifecycle, including requirements analysis, design, development, configuration, testing, deployment, implementation, maintenance, troubleshooting, and enhancement of new and existing applications., * Perform hands-on application software development, modification, maintenance, and operational support.

  • Participate in requirements analysis, technical design, coding, configuration, testing, deployment, and implementation activities.
  • Develop and maintain new and existing enterprise applications and supporting software components.
  • Support application integrations, RESTful APIs, interfaces, databases, automated workflows, and data-processing utilities.
  • Troubleshoot and resolve software defects, production issues, and application performance problems.
  • Perform defect resolution, release support, regression testing, and User Acceptance Testing (UAT) support.
  • Develop and maintain technical documentation, including application, system, interface, and operational documentation.
  • Support minor application enhancements and ongoing O&M activities without disrupting business or operational services.
  • Collaborate with data management, application development, infrastructure, security, and operational teams to resolve technical issues.
  • Participate in Agile software development activities, including sprint planning, backlog refinement, development, testing, and release activities.
  • Follow established software development lifecycle, configuration management, change management, security, and governance processes.
  • Support automated testing, version control, configuration management, and CI/CD or DevSecOps practices, as applicable.
  • Assist with software installation, implementation, deployment, and production support activities.
  • Ensure applications and technical solutions meet applicable organizational, security, privacy, records, and system development requirements., This position will primarily be performed at the contractor’s site, with Eastern Time availability required. The selected candidate must be available to attend customer and Washington, DC-area meetings as required.

Requirements

  • Bachelor’s or Master’s degree, if required under the applicable labor category or contract requirements.
  • A minimum of 5 years of experience across all phases of IT application software development.
  • Demonstrated experience in software application design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications.
  • Experience supporting the complete software development lifecycle.
  • Ability to troubleshoot and resolve application and integration issues in a complex enterprise environment.
  • Strong written and verbal communication skills.
  • Ability to work effectively with technical and non-technical stakeholders.

Preferred Qualifications

  • Experience with SQL and relational databases.
  • Experience developing or supporting RESTful APIs and system integrations.
  • Experience working in Agile development environments.
  • Experience with automated testing and regression testing.
  • Experience with version control and configuration management tools.
  • Knowledge of DevSecOps and CI/CD pipelines.
  • Experience supporting large-scale or enterprise applications.
  • Experience with data-management environments.
  • Experience working in regulated or compliance-driven environments.
  • Experience supporting government or federal IT systems is a plus.

Security and Compliance Requirements

The selected candidate must be able to meet all applicable personnel security and access requirements. The individual must be able to obtain required system and facility access and successfully complete all required security, privacy, non-disclosure, records management, and other mandatory training.
