Data Management and Compliance

The organization seeks a consultant to provide program-level data governance, evaluation design, and grant compliance support. This is a contractor engagement, not a subaward. The consultant will not determine participant eligibility or deliver direct services. Scope includes:

• Design and build of participant intake forms, program applications, website data collection forms, and digital case file templates
• Quarterly data quality audits supporting a 95% data accuracy target
• Evaluation methodology and design, including a mid-year evaluation and an annual performance report
• Alignment of programmatic reporting with ICJIA and GATA requirements
• Technical support to the Program Manager and Accountant on quarterly progress and financial reports to ICJIA
• Two on-site visits to Joliet for staff training, participant focus groups, partner coordination, and closeout planning
• This role is distinct from the organization’s grant-funded Accountant position, which handles bookkeeping, expenditure tracking, payroll, and the quarterly financial reports.

• Demonstrated experience designing data collection systems and evaluation frameworks for social service, reentry, violence prevention, or comparable programs
• Working knowledge of 2 CFR Part 200 and Illinois Grant Accountability and Transparency Act requirements
• Ability to travel to Joliet, Illinois twice during the period of performance
• Availability to meet the deliverable dates in Section 3
