Job description

Location: Albany, NY - Local candidates strongly preferred (must be able to attend onsite meetings in Albany) Employment Type: Contract Work Authorization: Must be legally authorized to work in the United States. This role does not offer visa sponsorship (now or in the future)., We are seeking an experienced Senior Project Manager to lead the modernization of the Child Support Management System within an Integrated Eligibility System (IES) program. The Project Manager will be responsible for planning, executing, and delivering complex technology initiatives across cross-functional teams, ensuring projects are completed on time, within scope, and within budget. This role works closely with state stakeholders, business analysts, architects, and development teams to coordinate delivery, manage risk, and ensure solutions align with organizational goals, program objectives, and regulatory requirements. Other duties as assigned.

Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed., * Lead the end-to-end planning, execution, monitoring, and closure of complex technology projects within the CSMS/IES program

  • Develop and maintain detailed project plans, schedules, budgets, resource plans, and status reports
  • Manage project scope, timelines, deliverables, and dependencies across multiple cross-functional teams
  • Identify, track, and mitigate project risks and issues; escalate appropriately and drive resolution
  • Facilitate stakeholder meetings, steering committees, and workgroups; communicate status to technical and non-technical audiences
  • Coordinate requirements, design, development, testing, and deployment activities across business and technical teams
  • Manage vendor and inter-agency coordination, including third-party and inter-agency data exchange efforts
  • Ensure project deliverables meet quality standards, compliance requirements, and program objectives
  • Apply appropriate project management methodologies (Agile, Waterfall, or hybrid) based on program needs
  • Track and report on project financials, resource utilization, and key performance indicators
  • Manage change control, ensuring scope changes are documented, assessed, and approved
  • Mentor and provide guidance to project team members and junior project staff

Requirements

  • At least two (2) years of experience working in an Integrated Eligibility System program, including Child Support, in a Health and Human Services setting
  • Minimum of nine (9) years of experience managing complex IT projects, with demonstrated experience leading large-scale modernization initiatives.
  • Proven experience managing the full project lifecycle (initiation, planning, execution, monitoring/controlling, and closure) for enterprise technology projects
  • Strong experience with project management methodologies (Agile/Scrum, Waterfall, or hybrid) and the Software Development Life Cycle (SDLC)
  • Demonstrated experience developing and managing project plans, schedules, budgets, and resource allocation
  • Experience with risk management, issue tracking, and change control processes
  • Strong stakeholder management, facilitation, and communication skills, with the ability to engage both technical and non-technical audiences
  • Experience managing cross-functional teams including business analysts, architects, developers, and QA
  • Proficiency with project management and collaboration tools (e.g., Microsoft Project, Smartsheet, Jira, Azure DevOps)
  • Must be legally authorized to work in the United States without visa sponsorship (now or in the future), * PMP (Project Management Professional) certification or equivalent
  • Certified ScrumMaster (CSM) or SAFe Agile certification
  • Experience with government or public sector projects, particularly State Human Services / Child Support programs
  • Experience managing projects involving legacy system modernization and system integration
  • Experience managing projects in a cloud environment (AWS or Azure)
  • Experience with vendor management and inter-agency coordination
  • Bachelor’s degree in Information Technology, Computer Science, Business, or a related field
  • Familiarity with state or federal compliance and reporting requirements for Health and Human Services programs
