Job description
Performs complex Information Technology (IT) data analysis, creating data queries, validating retrieved data, and providing data analysis as needed. Serves as a data analysis subject matter expert in requirements gathering meetings, assists customers in interpreting data results, and refines results as needed to meet requirements. The position demands great responsibility, experience, capability, and dedication.
Essential Job Functions (EJFs):
Serves as an analyst for Application Support unit daily operations with primary emphasis on gathering and providing technical analysis of data residing in or interfacing with the IT Social Services Applications. (40%)
Serves as liaison between program-area, development, and other HHSC IT Social Services Applications staff to provide mentoring, consultation, and documentation assistance regarding data gathering and analysis within all IT Social Services Applications eligibility systems. (20%)
Provides assistance to developers, system analysts, or customers on system applications, software, and hardware and production support to users of TIERS and other SSA eligibility systems and applications. (20%)
Performs complex analysis to diagnose system problems and suggests a corrective action plan. (10%)
Provides quality-assurance-related consultation to, or oversight of, projects, assignments or special initiatives. (10%)
Requirements
Knowledge of Health and Human Services IT Applications and eligibility systems (TIERS, State Portal, YourTexasBenefits.com). Skill in communicating effectively both orally and in writing. Ability to work professionally with a broad range of stakeholders. Ability to establish and maintain effective and harmonious working relationships. Ability to gather, assemble, correlate and analyze facts. Ability to research, prepare, and direct information effectively. Ability to develop and evaluate procedures and processes. Ability to prepare concise user resource documents and related artifacts. Skill in developing creative and workable solutions to complex problems and issues. Skill in communicating effectively both orally and in writing. Ability to provide consultation to other Social Services Applications staff. Ability to analyze and interpret technical information system documentation/specifications. Ability to communicate in writing, translating user/business needs into a technical style, and communicate technical instructions to system users. Knowledge of database structures (Oracle preferred). Knowledge of SQL or other database query language. Knowledge of Linux. Knowledge of Python in database applications. Knowledge of MS Office applications. Knowledge of quality assurance principles and best practices. Knowledge of process improvement best practices and instantiating continuous process improvement actions. Knowledge of Systems Development Life Cycles in Agile methodology. Knowledge of HHSC automated systems and reports. Knowledge of Texas Works and/or Long Term Care Services (Community Care/Medicaid Eligibility)., Preferred graduation from an accredited four-year college or university with major course work in IT/computer sciences. Minimum of three years of experience with the State of Texas Health and Human Services organization required, with focus on eligibility programs or systems information management. Preferred experience working professionally with a broad range of stakeholders. Preferred knowledge of State of Texas, Health and Human Services (HHS) eligibility programs. Experience working with Texas HHSC automated eligibility systems preferred. Relevant experience that exceeds the minimum requirement may be substituted for the education requirement on a year-for-year basis.

The posted salary range reflects the minimum and maximum for this position allowable by state law. Any employment offer is contingent upon available budgeted funds.
