Job description
We are looking for a detail-oriented Data Analyst to support federal client programs through data analysis, reconciliation, reporting, policy-driven operational insight, and documentation. The Data Analyst will work with structured and semi-structured data, identify trends and discrepancies, develop reports and dashboards, and communicate findings clearly to technical and non-technical stakeholders. This role requires the ability to interpret complex business and policy requirements, including familiarity with the No Surprises Act and related regulatory requirements, and translate them into clear analyses, documentation, and actionable recommendations., * Collect, clean, validate, reconcile, and analyze data from multiple sources.
- Develop reports, dashboards, queries, and recurring data products to support client and program needs.
- Perform data quality checks and identify inconsistencies, gaps, trends, and anomalies.
- Use SQL, Python, Excel, BI tools, or similar technologies to analyze and summarize data.
- Translate business questions, policy requirements, and operational needs into practical analysis plans and clear outputs.
- Interpret and apply requirements related to the No Surprises Act and other applicable policies, regulations, and program guidance to support reporting, analysis, and operational decision-making.
- Document data sources, assumptions, definitions, methodologies, business rules, policy interpretations, and limitations.
- Collaborate with project managers, engineers, business analysts, compliance stakeholders, and client stakeholders.
- Prepare clear written summaries, documentation, visuals, and presentations to communicate findings, requirements, and recommendations to both business and technical audiences.
- Support process improvement through repeatable reporting, automation, documentation, and the development of standardized procedures.
- Assist in translating complex regulatory, policy, and business requirements into accurate data specifications, reporting requirements, and operational documentation.
- Maintain confidentiality and follow applicable security, privacy, and data handling requirements.
- Support the Data Use Agreement (DUA) lifecycle by maintaining centralized tracking repositories, monitoring renewal/expiration timelines, and validating data governance documentation.
- Collect and analyze API usage metrics and data exchange logs between Independent Dispute Resolution Entities (IDREs) and federal portals, tracking issues through resolution.
- Assist in establishing data quality metrics, metadata definitions, and responsible AI governance tracking frameworks.
Requirements
- Bachelor’s degree with 8+ years of experience in data analysis, analytics, reporting, business intelligence, statistics, finance, healthcare, policy analysis, compliance, or related work.
- Experience using SQL to query, join, validate, and analyze data.
- Experience with Excel and at least one BI or visualization tool such as Power BI, Tableau, or similar platforms.
- Familiarity with the No Surprises Act and related healthcare policy, regulatory, compliance, or operational requirements, or demonstrated experience interpreting and applying complex business or regulatory requirements in an analytical environment.
- Ability to communicate analytical findings, business requirements, and policy implications to business and technical audiences.
- Strong written communication and documentation skills, including the ability to create clear requirements, business rules, process documentation, and analytical summaries.
- Strong attention to detail and comfort working with large, complex, or imperfect datasets.
Preferred Qualifications
- Experience with Python, R, or other analytical programming tools.
- Experience supporting CMS, federal health, claims, finance, program integrity, operational reporting, policy implementation, or compliance-focused environments.
- Familiarity with data reconciliation, data quality rules, dashboard development, report automation, and requirements documentation.
- Understanding of privacy, security, and data handling practices in federal or regulated environments.
- Experience translating complex policy, regulatory, or operational requirements into data-driven analyses, reporting specifications, or actionable documentation.
- Ability to manage multiple analysis requests and deadlines with minimal supervision.
- Federal IDR Ecosystem Familiarity: Highlight specific familiarity with Independent Dispute Resolution Entities (IDREs) or CMS data exchange environments.
- Atlassian/Confluence Proficiency: Add hands-on experience using Confluence/Jira for issue tracking and centralized documentation maintenance.
- AI/ML Governance Basics: Exposure to AI/ML model logging, validation tracking, or NIST AI Risk Management concepts as a nice-to-have.
