Job description

The Technical Delivery organization serves as the execution engine for Stellarus’s strategic technology portfolio, managing delivery across six platform towers: Core Health Plan, Membership & Support, Digital, Care Management & Quality, Pharmacy, and Technology Enablement. The Technical Delivery Lead will report to the Sr. Manager of Technical Delivery. In this role you will serve as the on-the-ground execution owner for one or more strategic technology programs, driving initiatives through planning, implementation, and closure while maintaining executive-ready delivery visibility for Blue Shield of California stakeholders. Your work directly determines whether Stellarus’s highest-priority technology investments land on time, within scope, and with the organizational confidence they deserve.

Requirements

Bachelor’s degree or High School Diploma/GED and 4 years of additional experience in lieu of a degree
7 years of prior relevant experience in technology project or program delivery, delivery management, or a closely related discipline
Demonstrated ability to manage multiple concurrent initiatives with competing priorities in a fast-paced, matrixed environment
Financial literacy required to help maintain project budgets
Strong written and verbal communication skills with demonstrated experience preparing executive-facing materials (status decks, briefings, escalation memos)
Proficiency with AI tools and prompt engineering - active experience using LLMs (e.g., Claude, ChatGPT, Microsoft Copilot) to improve delivery quality, throughput, and documentation
Working knowledge of at least one delivery framework (Agile/Scrum, SAFe, Waterfall, or hybrid); ability to adapt approach to initiative needs
Comfort operating in ambiguity; proven ability to create structure, establish cadence, and drive clarity where none yet exists
Healthcare technology experience (payer, provider, or health tech services) - preferred, not required
Familiarity with cloud modernization, enterprise SaaS, or platform migration programs - preferred
Experience with JIRA, Smartsheet, Confluence, Azure DevOps, or similar delivery tooling - preferred
PMP, SAFe, or equivalent delivery certification - preferred
