This is why right from the beginning; our analysts and solution-builders work closely with our clients to ensure that the project outcomes continue to deliver value long into the future., * Incorporate return on investment (ROI) data and information within the SLCGP/TCGP SharePoint site and dashboard to drive program improvements and awareness - a MONTHLY mandatory deliverable (2.1, Deliverable 3; Events table item 2).
- Support the establishment of mechanisms to capture return on investment within programmatic monitoring efforts, including collecting lessons learned, best practices, State/Territory project metric data, and requirements to mature the SLCGP and the TCGP (2.1.5).
- Perform business and technical analysis, modeling, and data manipulation development in support of the Cyber Grant Program.
- Build and maintain dashboards, reports, and data visualizations using MS Power BI, Tableau, MS Excel, MS Power Automate, MS Forms, MS Dynamics, MS Visio, and MS Project.
- Draft surveys with MS365 automation capability, coordinating with CISA OCIO (2.0).
- Support IOD SLCGP/TCGP analysis and preparation for annual programmatic monitoring engagements and grant close-out functions, including State/Territory project metric analysis (2.1.8).
- Support the methodology to collect best practices, lessons learned, and requirements for continuous improvement of IOD’s grant program support and future NOFOs (2.1.1).
- Conduct research, perform analyses, and prepare reports and statistical products; action requests for information (2.0).
- Prepare decision-support products and present findings to Government leadership; draft briefing materials for leadership meetings (2.0).
- Ensure dashboards, charts, surveys, and data visualizations conform to Section 508 standards, including WCAG 2.0 Level A and AA success criteria, and demonstrate conformance through testing of representative sample outputs (4.16.1).
- Perform technical editing of data products, to include Section 508 compliance and in accordance with the CISA Style Guide (2.0).
- Monitor assigned MS Teams channels, SharePoint sites, and Outlook mailboxes; monitor, respond to, route, and track all correspondence (2.0).
- Track project deliverables and work assignments, including plans of action and milestones (2.0).
- Provide all written reports in electronic format with read or write capability using applications compatible with CISA technology, i.e., Microsoft Office applications (4.12).
Requirements
- BA/BS in Business Management, or Finance, or Business Analytics.
NOTE: This is the only labor category with a prescribed degree field list. A ‘relevant field’ substitution is NOT offered in the SOW text for this position. * No certification is required. EDUCATION/CERTIFICATIONS NICE TO HAVE
- Microsoft Certified: Power BI Data Analyst Associate (PL-300); Microsoft Power Platform certifications (PL-100/PL-200/PL-900); Tableau Desktop Specialist or Certified Data Analyst; MS Certified Azure Data Fundamentals (DP-900); CAPM or PMP; DHS/CISA Section 508 and records management training.
WORK EXPERIENCE MANDATORY
- Experience with business and technical analysis, modeling, and data manipulation development.
- Superior problem solver and critical thinker, strong interpersonal and writing skills.
- Project exposure to project management principles and methodology.
- Experience with MS Project, MS Excel, MS Visio, MS Power BI, MS Forms, MS Power Automate, MS Dynamics, and Tableau.
- Excellent oral and written communication skills, including presentation skills.
- Proven strong verbal and writing capability.
NOTE: The SOW states no minimum number of years for this position. Screen on demonstrated dashboard and data products, not tenure. WORK EXPERIENCE NICE TO HAVE
- Federal grant program metrics, ROI methodology, or performance measurement; SharePoint Online site design and list/library architecture; MS365 / Power Automate survey automation; ServiceNow reporting; Section 508 / WCAG 2.0 AA accessible data visualization (an explicit SOW 4.16.1 requirement for dashboards and charts); working with State, local, and tribal government project data; SQL; active or recent DHS Public Trust / EOD.
